Lennar – Little Canada <br />Traffic Analysis <br />April 25, 2022 <br />Page 4 <br /> <br /> <br />• Centerville Road (CSAH 19) is a two-lane County Road classified in the County’s <br />Transportation Plan as Major Collector from Edgerton Street (CSAH 58) to Little Canada <br />Road (CSAH 21). A continuous center left turn lane is provided from Edgerton Street <br />(CSAH 58) to the west approximately 635ft. The existing average daily traffic volume <br />(ADT) west of Edgerton Street (CSAH 58) is 2,300vpd and north of Little Canada Road <br />(CSAH 21) is 6,000vpd. The posted speed limit west of Edgerton Street (CSAH 58) is <br />40mph and north of Little Canada Road (CSAH 21) is 35mph. <br /> <br />• Little Canada Road (CSAH 21) is a County Road classified in the County’s <br />Transportation Plan as an “Other” Arterial from I-35E to Edgerton Street (CSAH 58). It is <br />a 4-lane undivided roadway from west of I-35E to approximately 600ft east of Centerville <br />Road (CSAH 19). The existing average daily traffic volume (ADT) west of Centerville <br />Road (CSAH 19) is 11,300vpd and east of Centerville Road (CSAH 19) is 4,500vpd. The <br />posted speed limit is 30mph. <br /> <br />The lane configurations at each of the study area intersection are as follows: <br /> <br />Edgerton St (CSAH 58) at Centerville Rd (CSAH 19) – All-Way Stop Control <br />• SB Edgerton St (CSAH 58) – one right, one thru, one left <br />• NB Edgerton St (CSAH 58) – one right / thru, one left <br />• EB Centerville Rd (CSAH 19) – one right / thru, one left <br />• WB Co Rd D – one right, one thru, one left <br /> <br />Centerville Rd (CSAH 19) at Little Canada Rd (CSAH 21) – Traffic Signal Control <br />• SB Centerville Rd (CSAH 19) – one right, one left <br />• NB Driveway Access – one right / thru / left <br />• EB Little Canada Rd (CSAH 21) – one right / thru, one thru / left <br />• WB Little Canada Rd (CSAH 21) – one right / thru, one thru / left <br /> <br /> <br />Traffic Volumes <br /> <br />Existing peak hour turning movement volumes were developed based on new traffic counts <br />conducted by WSB the week of April 18, 2022, at the intersections noted above for the following <br />time periods: <br /> <br />• AM Peak: 6:00 – 9:00 am <br />• PM Peak: 4:00 – 7:00 pm <br /> <br />Figure 3 shows the existing area intersections that were analyzed as part of this study, with the <br />existing AM and PM peak hour and ADT traffic volumes. <br /> <br />Crash History <br /> <br />Existing crash data included with this study was obtained using the Minnesota Crash Mapping <br />Analysis Tool (MnCMAT) developed by MnDOT. The database includes crashes reported to <br />MnDOT by local law enforcement agencies. <br /> <br />The crash data presented is for a 5 year period from 2017-2021. The MnCMAT database does <br />not provide access to the original handwritten crash reports, which contain some details that are <br />not represented in the MnCMAT database. Crashes that resulted in damages und er $1000 may <br />not be included in the database results as well. <br />
