Lennar – Little Canada <br />Traffic Analysis <br />April 25, 2022 <br />Page 18 <br /> <br /> <br /> <br />• The crash data shows that the intersection of Edgerton Street (CSAH 58) at Centerville <br />Road (CSAH 19) has a calculated crash rate and severity rate that is above the MnDOT <br />Metro and Statewide average rates. The intersection of Centerville Road (CSAH 19) at <br />Little Canada Road (CSAH 21) has a calculated crash rate just slightly over the Metro <br />and Statewide average with a severity rate less than the average. <br /> <br />• The following roadway conditions were assumed with the proposed Lennar site <br />development: <br /> <br />o Vanderbie Street extension to Centerville Road (CSAH 19). <br />o Side street stop control on Vanderbie Street at Centerville Road (CSAH 19). <br />o Extension (restriping) of the center left turn lane on Centerville Road (CSAH 19) <br />to the proposed Vanderbie Street intersection. <br /> <br />• The traffic operations analysis evaluated impacts for existing conditions and the horizon <br />years of 2025 and 2040 for the local roadway network, specifically, the following <br />intersections in the vicinity of the proposed development: <br /> <br />o Edgerton St (CSAH 58) at Centerville Rd (CSAH 19) <br />o Centerville Rd (CSAH 19) at Vanderbie St (Site Access) <br />o Centerville Rd (CSAH 19) at Little Canada Rd (CSAH 21) <br /> <br />• With the existing, 2025 No-Build and 2040 No-Build conditions based on the current <br />lane geometry, traffic control and existing traffic volumes, the analysis results show that <br />all intersections are operating at overall LOS B or better during both the weekday AM <br />and PM peak hours. In addition, all movements during the AM and PM peak hours <br />would also be operating at a LOS B or better. <br /> <br />• With the 2025 Build and 2040 Build conditions assuming the current lane geometry and <br />traffic control with the proposed Lennar residential development traffic added to the No- <br />Build conditions, the results show that all intersections including the Centerville Road <br />(CSAH 19) at Vanderbie Street / Site access intersection would operate at overall LOS <br />B during both the weekday AM and PM peak hours. In addition, all movements during <br />the AM and PM peak hours would operate at a LOS B or better. <br /> <br />• For each of the analysis years, the maximum movement queues do not exceed any of <br />the storage lengths of the existing lanes at either intersection except for the eastbound <br />Little Canada Road (CSAH 21) approach to Centerville Road (CSAH 19). The model <br />shows that the maximum queue for this approach could back up into the I-35E <br />northbound ramp intersection, however the model indicated that the average queue <br />would exceed the available queue storage. <br /> <br />• To potentially improve the safety at the Edgerton Street (CSAH 58) at Centerville Road <br />(CSAH 19) the installation of a traffic signal system was evaluated.
