Part 4 of the MnMUTCD contains <br />information pertaining to traffic signals, including a series of warrants that define the minimum <br />conditions under which installing a traffic signal could be justified. These traffic signal warrants <br />are considered national guidelines to promote continuity of traffic control devices and to maximize <br />the benefit of traffic signals by selecting the appropriate intersections. The following are the nine <br />MnMUTCD traffic signal warrants: <br /> <br />• Warrant 1 - Eight-Hour Vehicle Volume <br />• Warrant 2 - Four-Hour Vehicle Volume <br />• Warrant 3 - Peak Hour Vehicle Volume <br />• Warrant 4 - Pedestrian Volume <br />• Warrant 5 - School Crossing <br />• Warrant 6 - Coordinated Signal System <br />• Warrant 7 - Crash Experience <br />• Warrant 8 - Roadway Network <br />• Warrant 9 - Near Grade Crossing <br /> <br />The traffic counts conducted the week of April 18, 2022, were used to perform the warrant <br />analysis. According to the MnMUTCD, inclusion of right-turn volumes for warrant analysis is <br />dependent on engineering judgment, site factors and turning movement volumes. By applying <br />engineering judgment, right-turn movements on all approaches of the intersection were included <br />with the analysis. <br /> <br />Based on the existing traffic volume none of the traffic signal warrants would be met. <br /> <br /> <br />Conclusions <br /> <br />Based on the analysis documented in this memorandum, WSB has concluded the following: <br /> <br />• Lennar Corporation is proposing a new multi-family residential development on the Heinel <br />property west of Edgerton Street (CSAH 58) between Centerville Road (CSAH 19) and <br />Allen Avenue. <br /> <br />• The site is proposed to include 178 medium to high density residential units that would <br />generate 968 daily, 64 AM peak hour and 78 PM peak hour trips.
