MINUTES <br />CITY COUNCIL <br />DULY 139 2022 <br />• Approve Partial Pay Request No. 1 to Minnesota Paving & Materials for 2022 Street <br />Improvements <br />• Approve Partial Pay Request No. 2 to Minnesota Paving & Materials for 2022 Street <br />Improvements <br />• Approve MnDOT Master Partnership Contract for 2023-2027 <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). Nays (0). Resolution adopted. <br />2022 DEER CONTROL PROGRAM <br />The City Administrator stated that the Council is asked to provide direction on if a special deer hunt <br />should be allowed in 2022. He explained that over the past twenty years, the City Council has <br />maintained a deer management program that involves the periodic removal of deer. He stated that . <br />there has not been a hunt in the city since 2017. He explained that the city has partnered with the <br />Metro Bowhunters Resource Base to conduct the hunts. He stated that some of the property in the city <br />that has been hunted on in the past, is no longer available to be used, so the hunting area available is <br />now much smaller. He stated that he has received a few more complaints in the last year about deer <br />damaging private property. He stated that a flyover count was not done in 2022 so we do not have a <br />current number of deer in Little Canada. <br />Keis stated it is important to tell Ramsey County that we need a count next year. He stated that a <br />maximum number of deer taken for this year could be determined. McGraw stated that he thinks a <br />hunt should be done this year, and the number of deer taken should be ten, or up to fifteen. Fischer <br />stated that he also agrees that a hunt should be done this year, and thinks about ten deer is a good <br />number. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2022- 7-84 — APPRO VE COND UCTING A DEER HUNT IN 2022 IN <br />THE AREAS SHO WN IN THE STAFF REPORT, WITH A MAXIMUM OF 15 DEER <br />TAKEN <br />The foregoing resolution was duly seconded by Torkelson. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />LCA PRE -DEVELOPMENT GRANT APPLICATION <br />The Community Development Director stated that staff is requesting the Council consider supporting a <br />grant application from the Metropolitan Council for up to $300,000 for pre -development funding, such <br />as design assistance, financial studies, project impact analyses and community engagement. <br />Keis asked how much could be awarded. The Community Development Director explained that each <br />award is up to $300,000. The City Administrator explained he feels that the recently acquired property <br />at 2750 Rice Street is a good candidate for this grant since it meets several of the qualifications for the <br />funding. He noted the application is due very soon and the Council is asked to approve a resolution of <br />support for the application. <br />2 <br />
