MINUTES <br />CITY COUNCIL <br />NOVEMBER 24, 2008 <br />FINAL PLAT Mayor Blesener opened the Public Hearing to consider adoption of the <br />& VACATION Final Plat for Centre Place 2"d Addition resubdividing the property to two <br />OF UTILITY lots by moving a lot line to facilitate the development of a CVS Pharmacy <br />EASEMENTS - as well as the Vacation of Drainage and Utility Easement. The property <br />CENTRE in question is located at the northeast corner of Rice Street and County <br />PLACE Road C. <br />SECOND <br />ADDITION The City Planner reported that the City has previously reviewed and <br />approved both the Preliminary Plat as well as PUD Permit for this <br />property. He noted that the strip mall on Lot 1 of this plat will continue to <br />exist. The strip mall on Lot 2 will be replaced with a CVS Pharmacy. The <br />Final Plat also includes Outlot A which contains ponding for the property. <br />The Planner indicated that the Final Plat as submitted is in compliance <br />with all recommendations. He noted that due to the construction of the <br />CVS Pharmacy building, it is necessary to vacate existing drainage and <br />utility easements. New easements are being dedicated as part of the <br />replatting of the property. <br />Jon Lennander, Velmeir Companies, indicated that they are agreeable with <br />all recommendations. He noted that as a result of the Preliminary Plat <br />discussions, the CVS building will be moved a little to the south. The <br />driveway between the two buildings will be a one-way drive with traffic <br />flowing toward the west. Lennander also noted that the County Road C <br />access point has been moved about 30 feet to the east as recommended. <br />Lennander pointed out that the County is allowing a full access at this <br />time. However, when the County improves County Road C, that access <br />will be changed to a right turn in and right turn out only. CVS is <br />agreeable with that condition. <br />Blesener asked if an easement has been obtained for the pharmacy drive- <br />through. Lennander reported that the agreement is in place with the <br />adjacent property owner and will be finalized soon. <br />There was no one present from the general public wishing to comment on <br />this matter. <br />Upon motion by Allan, seconded by Keis, the public hearings were closed. <br />Ms. Allan introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2008-11-288 -APPROVING THE FINAL PLAT <br />FOR CENTRE PLACE 2ND ADDITION SUBJECT TO COMPLIANCE <br />WITH THE RECOMMENDATIONS OF THE CITY PLANNER, THE <br />CITY ENGINEER, AND RAMSEY COUNTY PUBLIC WORKS <br />DEPARTMENT <br />
