MINUTCS
CITY COUNCIL
NOVUMB)JR 24, 2008
planning districts that were identified for ease of review and discussion,
noting information on the existing neighborhood area and discussion of
future land use.
Blesener pointed out an error in the graph on page 7 relative to education
attainment. He also suggested that on page 19 it be noted that the 86 acres
of undeveloped land in the City is approximately 3% of the City's total
land area.
The Council discussed the issue of affordable housing noting that
approximately 45% of the City's housing falls in the affordable category,
well above what exists in neighboring cities. Blesener indicated that the
residential development that is occurring in Little Canada is developing in
the right fashion, higher valued homes. Keis asked if the Comp Plan
could include a statement that would target the redevelopment of multiple
family housing sites to higher valued housing. The City Planner stated
that he would check that out. The Planner also pointed out that the Met
Council will not have an issue with the City's affordable housing numbers
as Little Canada is doing more than its share.
The City Administrator noted that on page 43 the HIA information should
be corrected. An I-IIA district for Canabury Square. Canabury
Townhomes have vetoed the creation of an HIA. And Canabury
Condominiums and Fleur Royale may move forward with HIA Disri•icts.
Keis asked about the City's transportation policy, specifically the
statement in the Comp Plan about reducing dependency on auto-oriented
transportation. The City Planner noted that the parks section of the Comp
Plan will address this issue with its trail and sidewalk plan. He further
noted the City's support for the Northeast Diagonal.
The Planner asked that any further comments or questions be directed to
him prior to the public hearing to adopt the Comp Plan. He indicated that
he would get the draft into final form for a public hearing in December.
The City Administrator suggested that prior to the public hearing, the
Council and Planning Commission meet in a joint workshop to review and
discuss the Comp Plan draft. The Council agreed, and suggested that such
a workshop be held on January 28, 2009. In the meantime, the City
Planner should file for an extension for filing the Comp Plan with the Met
Council.
