MINUTES <br />CITY COUNCIL <br />NOVEMBER 24, 2008 <br />*APPROVAL OF THE LMCIT WAIVER FORM NOT WAIVING <br />STATUTORY TORT LIABILITYLIMITS AS RECOMMENDED BY <br />CITY STAFF <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />CITY The City Attorney reported that the prosecutors in his firm have been <br />ATTORNEY riding along with the Ramsey County Sheriffs Department on patrol. <br />REPORT The prosecutors are getting to know the City and have reported that the <br />City has very good coverage by the Sheriff's Department. <br />COMP The City Planner presented that draft Comprehensive Plan update <br />PLAN reviewing it in details with the Council. He noted that differences in <br />UPDATE the Metropolitan Council's and his office's population forecasts for the <br />City (2030 -Met Council at 12,800 and City at 10,690). In working with <br />the Metropolitan Council on this discrepancy, it was discovered that the <br />Met Council grossly overestimated the amount of vacant and developable <br />land in the City. In pointing this out to the Met Council, they have <br />lowered their population estimate and are now within approximately 350 <br />of the City's estimate. The Planner indicated that he is still working with <br />the Met Council to tighten these numbers. <br />Blesener asked if the Whispering Pines plat and the Lancette/Inman <br />property were considered in forecasting the population estimates. The <br />City Planner indicated that the Whispering Pines plat was factored into the <br />estimate. The Planner also noted that in the December planning cycle a <br />couple of assisted living proposals will be presented, and noted that he <br />will adjust population estimates accordingly. <br />Blesener asked if the City had applied for an extension for Comp Plan <br />submission. The Planner indicated that an extension had not been applied <br />for, and felt that it would be possible to complete the process in <br />December. Blesener noted that the parks portion of the Comp Plan as well <br />as information from the City Engineer is still pending. The Planner felt <br />that he will know in a week or two whether or not it will be possible to <br />meet the December 31 s` deadline. <br />The Planner continued his review of the Comp Plan document, noting that <br />the first section of the plan contains a great deal of inventory information. <br />The next main section is the land use plan and details the City's goals and <br />policies for development and redevelopment.
