MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />DECEMBER 1, 2008 <br />Pursuant to due call and notice thereof a special meeting of the City <br />Council of Little Canada, Minnesota was convened on the 1st day of <br />December, 2008 in the Council Chambers of the City Center located at <br />515 Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 6:45 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Bill Blesener <br />Council Member Ms. Barbara Allan <br />Council Member Mr. John Keis <br />ABSENT: Council Member Ms. Shelly Boss <br />Council Member Mr. Rick Montour <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />City Engineer Mr. Lee Elfering <br />Finance Director Ms. Shelly Rueckert <br />City Clerk Ms. Kathy Glanzer <br />COOPERATIVE The City Administrator presented a Cooperative Agreement between <br />AGREEMENT- the City and Gordie Howe relative to the City's participation in the <br />2966 purchase of 2966 Arcade Street on a 50/50 basis in the amount of <br />ARCADE $218,925. The Administrator indicated that this proposed agreement <br />STREET was drafted by the City Attorney and modified based on input from Gordie <br />Howe. The Administrator reported that the closing on the property <br />purchase is scheduled for this Friday. <br />The City Administrator reviewed the details of the agreement which <br />include that the City's participation is as a mortgage holder on the <br />property in the amount of the City's participation. Interest will accrue at <br />the rate of 6.5%. He reported that Tax Increment Financing will be used <br />to ensure that there is no loss to either party in this purchase. The <br />Agreement also provides that competitive bids will be taken for the <br />development of the property. Should Gordie Howe choose to award work <br />to other than the low bidder, Mr. Howe will be responsible for the <br />difference in cost over the low bid. The Agreement also provides that Mr. <br />Howe has the option of using the City Engineer for design services, thus <br />saving costs associated with design and inspection. <br />
