MINUTES <br />CITY COUNCIL <br />DECEMBER 1, 2008 <br />The Administrator reported that the property structures will not be <br />demolished until improvements are made unless there are nuisance <br />complaints relative to the property. If so, Gordie Howe is agreeable to the <br />demolition and the expense will be shared on a 50/50 basis. <br />The Administrator also noted that the agreement provides that Gordie <br />Howe will plat the property. He will meet with the neighborhood to <br />review the proposed development. Howe will also make reasonable <br />efforts to include some remnant pieces of property to the northwest of this <br />site. <br />The Administrator indicated that once the TIF District is established on <br />this property, there will be another Development Agreement put in place <br />to govern the project. <br />Blesener suggested that the access to this property be closed off to prevent <br />people from driving back into the site. <br />The Administrator again noted that the City will not be an owner of the <br />property, but rather a mortgagor for half the cost. Should Mr. Howe seek <br />a second mortgage on the property, it would be subordinate to the City's <br />mortgage or Mr. Howe will have to pay off the City. <br />Ms. Allan introduced the following resolution and moved its adoption: <br />RESOL UTION N0.2008-12-300 -APPROVING THE <br />COOPERATIVE AGREEMENT BETWEEN THE CITYAND <br />GORDIE HOWE RELATIVE TO 2966 ARCADE STREET AND <br />AUTHORIZING THE MAYOR AND CITYADMINISTRATOR TO <br />EXECUTE THE AGREEMENT ON BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (3). <br />Nays (0). Resolution declared adopted. <br />MSA The City Engineer reported that both Eli Road and Desoto Street <br />VARIANCE - are MSA-designated roadways. As such, reconstruction of these <br />ELI ROAD streets require compliance with Minnesota State Aid standards. <br />AND One of these standards would require the a change of the intersection <br />DESOTO of the two roads to a 10 mile per hour curve. This would require <br />STREET the elimination of the corner house on Eli Road and Desoto Street and <br /> possible the house to the west as well. The City Engineer recommended <br /> that the City request a variance from this standard retaining the current 90 <br /> degree intersection. It was noted that the existing intersection conditions <br /> are also beneficial from a traffic control standpoint. <br />2 <br />
