It indicates a light green <br />and brown exterior siding with white trim, along with white pillars with a brick base <br />located near the front entrance. As this site is within the City's commercial architectural <br />review district, the Planning Commission should comment on architecture and building <br />materials. <br />Retail Building. The retailing building is proposed to be located between the assisted <br />living facility and the office/commercial building. The front entrance faces Rice Street, <br />with a drop off area at the upper level entry. A patio area located in the rear of the <br />building contains a lower level entry, facing the pond area. The two-level building is <br />proposed to have a 5,000 square foot footprint. Specific plans for the building are not <br />yet available. The applicants have stated that the building's architecture will be modern. <br />Office/Commercial Building. The office/commercial building is proposed to be located <br />on the north side of the property, with the front entrances facing Country Drive. The <br />three-level building is proposed to have a 7,120 square foot footprint. The rear of the <br />building is in fairly close distance to the delineated wetland (within 50 feet at two points), <br />while the parking stalls are provided between the building and Country Drive. The <br />exterior building designs and site landscaping of all three buildings should be <br />complementary to each other, and consistent with the City's Architectural Guidelines. <br />Parking. The parking plan proposes 33 upper parking stalls; 18 mid-parking stalls; and <br />52 lower parking stalls to serve the retail and office/commercial buildings. Off-street <br />parking for office uses is three stalls plus one stall per 200 square feet. Off-street <br />parking for retail uses is one stall per 200 square feet. As such, the required parking for <br />the proposed building is calculated as follows: <br />Office Building: 3 + 21,360 x 90% / 200 SF = 100 stalls <br />Retail Building: 10,000 x 90% / 200 SF = 45 stalls <br />In total, the site provides 103 parking spaces where 145 are estimated to be required by <br />the ordinance. The PUD District allows the City to reduce parking supply in shared <br />parking arrangements. The proposed site plan provides 71 percent of the estimated <br />requirement. Depending on the uses in the two buildings, this may be adequate to <br />serve the site, with the exception that restaurant uses would create a much more severe <br />deficit. Since there are no opportunities for over-flow parking near this site, such as on- <br />street parking, etc., the site will need to be able to accommodate all of its parking <br />demand. <br />There are also 18 parking stalls proposed to serve the senior assisted living facility. Off- <br />street parking for Senior Citizen Housing requires reservation of area equal to one (1) <br />parking space per unit. Initial development is, however, required for only one-half ('/2) <br />space per unit and said number of spaces can continue until such time as the City <br />Council considers a need for additional parking spaces has been demonstrated. <br />Assisted-Living Facility: .5 x 52 = 26 stalls required (52 stalls reserved) <br />3 <br />
