The applicants have indicated that traffic from the Comforts of Home building residents <br />will be lower than that of a standard multi-family housing facility as elderly residents are <br />expected to make fewer trips to and from the facility than residents who occupy <br />standards multi-family buildings. They also state that traffic from visitors is not expected <br />to be concentrated at any particular times of the day. The applicant should provide a <br />basis supporting the proposed number of parking stalls such as requirements from other <br />projects they or others have completed, other cities or specific studies for consideration. <br />In addition, the possible future uses of the building should also be taken into account <br />when calculating the number of needed parking stalls. At its proposed use as a senior <br />assisted living facility, it may not require as many parking stalls, but the building could <br />be converted to a standard multi-family housing facility in the future, in which more <br />parking stalls would be needed. The possibility of limiting the use of this building to <br />senior, assisted-living should be taken into account when reviewing this application. <br />CONCLUSION <br />For concept stage PUD, planning staff can recommend approval subject to the issues <br />raised in this report. For many of these, there is a need for more substantive <br />information in order to fully endorse the project. This will include the required <br />engineering plans that will define the impacts and infrastructure services on the site. <br />The following is a list of materials to be submitted and/or conditions to be met in order to <br />proceed to the Development Stage of the PUD application process: <br />1) Landscaping Plan, with a detailed planting list with sizes and species; <br />Grading and Drainage Plan indicating changes to existing topography and <br />natural site vegetation; Utilities Plan; and Architectural plans indicating use, <br />floor plan, elevations, and exterior wall finishes of proposed buildings. <br />2) Detailed written statement regarding the deficit in parking. The applicant <br />should provide a basis supporting the proposed number of parking stalls such <br />as requirements from other projects they or others have completed, other <br />cities or specific studies for consideration. They may also wish to address the <br />limited use of the assisted living facility in the future. <br />3) If the PUD is to be constructed in stages, a schedule for the development of <br />such stages and the proportion of the PUD to be constructed during each <br />stage and the overall chronology of the development from stage to stage shall <br />be submitted. <br />4) If the PUD includes provisions for public or common open space or service <br />facilities, a statement describing the provision that is to be made for the care <br />and maintenance of such open space or service facilities shall be submitted. <br />5) Any restrictive covenants that are to be recorded with respect to the property <br />shall be submitted. <br />4 <br />
