MINUTES <br />PLANNING COMMISSION <br />DECEMBER 11, 2008 <br />COMP The City Planner reported that the City Council has called a joint <br />PLAN workshop with the Planning Commission for Wednesday, January 28, <br />UPDATE 2009 at 6:00 p.m. the review the proposed Comprehensive Plan amendment <br />before its submission to the Met council. The Planner indicated that <br />consequently he has applied for an extension for submission of the Comp <br />Plan amendment. Following this workshop, the Planner indicated that it is <br />his plan to submit the proposed amendment to surrounding jurisdictions for <br />their comment and then on to the Met Council. <br />Knudsen felt that the amendment as written to date lacks some vision of <br />what the City is trying to do. He recommended that the Commissioners <br />spend some additional time reviewing the document and submit their <br />comments to the City Planner. <br />Barraclough noted that the majority of the Comp Plan is a compilation of <br />data. The Planner agreed, noting that most of this data is required by the <br />Met Council. He indicated that after Met Council content requirements are <br />met, the City can include as much additional information in the Plan as it <br />desires. <br />Knudsen noted the Comforts of Home proposal for the Rice Street/Country <br />Drive area and that this development will serve as a gateway to Little <br />Canada from the north. He asked how important it would be to include <br />information such as this in the Comp Plan, further noting the City of <br />Shoreview's comments on this proposed development. <br />Duray noted the joint involvement of abutting cities on the Rice Street <br />Corridor Project. He also noted the Shoreview property in the area of the <br />Comforts of Home proposal and the fact that their property will likely not <br />redevelop for 10 to 15 years down the road given the timing of the Rice <br />Street bridge replacement. <br />Knudsen asked if the City's Comp Plan should include a broader vision <br />than just the boundaries of the City. The City Planner felt that the intent of <br />the Shoreview letter was to make sure that everyone was aware of what is <br />going on in this area. Little Canada is aware and is an active participant in <br />the Rice Street Corridor Committee. The Planner also reported on some <br />recent meetings with Roseville wherein they are trying to initiate joint <br />discussions about development along Rice Street. Shoreview was not <br />represented at this meeting, and the Planner indicated that he would suggest <br />they be included in the future. <br />-10- <br />
