MINUTES <br />PLANNING COMMISSION <br />DECEMBER 11, 2008 <br />Knudsen asked what Shoreview's plans are for their property across the <br />street. The Planner stated that they have plans for amixed-use development <br />as well. The County is in ownership of the site at this time, and will retain <br />it as a staging area for MN DOT for the highway and bridge project. <br />However, that project has been getting pushed further and further out. <br />Again, it was noted that there is still a lot of work to be done on this project. <br />Barraclough noted that this is a highly visible part of Little Canada, and the <br />development of this property needs to be done right. Knudsen stated that a <br />lot of work needs to be done to bring this project to reality. He noted that <br />an assisted living/memory care facility is probably the lowest intensity use <br />possible for the area. Knudsen felt the retail building will be the toughest <br />component of the project, and noted the parking demand that a restaurant <br />would generate. Knudsen also indicated that work will need to be done to <br />plan for getting traffic in an out of the site efficiently. <br />Barraclough recommended approval of the Rezoning from General <br />Business (B-3) to Planned Unit Development (PUD) for the property at the <br />southeast corner of Rice Srieet and Country Drive as requested by Ficek <br />Investment 2 LLC. <br />Motion seconded by Helmeke. <br />Motion carried 6 - 0. <br />Barraclough recommended approval of a Concept Planned Unit <br />Development Permit allowing the development of an assisted living and <br />memory care community consisting of a total of 52 private apartment units <br />as well as a retail building and an office/commercial building at the <br />southeast corner of Rice Street and Country Drive as proposed by Ficek <br />Investment 2 LLC subject to compliance with the recommendations of the <br />City Planner and the City Engineer, subject to the developer working with <br />Ramsey County and MN DOT on traffic issues related to access, curb cuts, <br />and median placement, and subject to working on aesthetic and <br />coordination options with the Taco John's property. <br />Motion seconded by Duray. <br />Motion carried 6 - 0. <br />Barraclough again stated that he would like to see the Black Tern Office <br />Park on the site plan so that the relationship between the two sites and <br />buildings is evident. <br />-9- <br />
