MINUTES <br />PLANNING COMMISSION <br />DECEMBER 11, 2008 <br />COMP PLAN, Mr. Matt Frisbie, Frisbie Architects, appeared before the Commission <br />REZONING, and reviewed the Comforts of Home proposal to construct an assisted <br />CONCEPT living and memory care community consisting of a total of 44 private <br />PUD - apartment units on property located on County Road B. Frisbie reviewed <br />COUNTY the site plan noting that the building will be two stories in height and <br />ROAD BEAST - have a 15,000 square foot footprint. FIe indicated that they will be working <br />COMFORTS with the City Engineer and the Watershed to meet all storm water retention <br />OF HOME and treatment requirements. <br />Frisbie then reviewed the exterior materials proposed for the building, <br />noting that stone will beat the bottom of the structure, hardy board siding <br />next, and a synthetic material at the top. The roof will be asphalt shingles. <br />Frisbie noted the sweeping porch on the front of the building with an <br />entry/drop-off area. The building will have acraftsman/cottage look. <br />Knudsen asked about staff size. Brian Winger, Comforts of Home, reported <br />that there will be 8 to 10 employees on duty during the day, and 2 to 3 <br />overnight. He indicated that there will not be a lot of traffic to site as <br />residents do not drive. Traffic will consist of employee and visitor traffic. <br />Knudsen asked about the topography of the site noting that it slopes <br />significantly to the south. Winger reported that full engineering will be <br />done for the site. It is anticipated that swales will be used to infiltrate water <br />and direct it to a ponding area. There will be no water leaving the site. <br />Again, Comforts of Home will work with the City Engineer on drainage <br />issues. <br />Duray noted that the site is hilly and asked if there will be a lot of grading <br />done to place the building on the site. Winges anticipated that there will be <br />a retaining wall on one side of the building. They will review the <br />topography to determine how to place the building to minimize site impact. <br />Barraclough suggested angling the building so it has a better presence from <br />Highway 36. Winges replied that this is an option they will look at. <br />Hall asked if there was any concern about the safety of residents given the <br />proximity of the railroad tracks to this site. Winges reported that the <br />building is secured and residents are not able to exit the building unassisted. <br />Most residents are in wheelchairs or walkers. Winges reported that the <br />facility will be a high-acute assisted living facility bordering very closely on <br />a nursing home. <br />Knudsen asked about parking. The City Planner reported that 30 parking <br />spaces have been proposed. The Code requires''/z space per unit of housing, <br />therefore, the 30 parking spaces proposed exceed the Code requirement. <br />Winges reported that there typical need is 1/3 parking space per unit of <br />-3- <br />
