MINUTES <br />CITY COUNCIL <br />DECEMBER 10, 2008 <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (3). <br />Nays (0). Resolution declared adopted. <br />FLEUR Mayor Blesener opened the Public Hearing to consider the adoption of <br />ROYALE an ordinance establishing Fleur Royale Condominiums as a Housing <br />HOUSING Improvement Area. <br />IMPROVEMENT <br />AREA The City Administrator presented a detailed presentation on the details <br />specific to a Housing Improvement Area (HIA). See the details of the <br />Administrator's presentation outlined above in the Canabury <br />Condominium discussion. <br />Mike Everson, Fleur Royale association board member, reported that the <br />board has held two informational meetings with condo property owners <br />relative to the needed improvements and the use of an HIA to finance <br />these improvements. Everson reported that the original petition requesting <br />the HIA ordinance hearing was signed by 58.45% of the condo owners <br />and that percentage has increased to about 61 %. <br />Everson reported that some of the proposed improvements include deck <br />replacement and repair due to water damage and/or dry rot as well as <br />State-mandated elevator improvements. The combined cost of these <br />improvements would exceed all the association's cash reserves; therefore, <br />the HIA financing option is important to look at. Everson reported that the <br />cost of all proposed improvements is approximately $750,000. There will <br />be an ownership meeting on January 14` , at which the ownership will vote <br />on the extent of the improvements to be made. Should the HIA be created, <br />Everson indicated that the board will then come back to the City to <br />prepare for the fee hearing. <br />Everson detailed the improvements being considered beyond elevator <br />work and deck replacement/repair. These including hallway lighting <br />improvements -$20,000; handicapped accessibility improvements on the <br />ground level - $6,000 and on the lower level - $6,000; handicapped <br />accessible door and sidewalk to the pool - $16,000; handicapped <br />accessibility improvements to the pool and whirlpool - $140,000; <br />carpeting and paint - $125,000. Everson again reported that the <br />homeowners will vote on these improvements to determine which they <br />move forward with. Everson pointed out that, at a minimum, the decks <br />and elevator work must be done. <br />Ray Eyler questioned where these improvement projects have been <br />discussed and when condo owners would vote on them. Everson noted <br />that meetings have been held to discuss improvements and the HIA <br />
