MINUTES <br />CITY COUNCIL <br />DECEMBER 10, 2008 <br />process. He also indicated that a meeting will be held of the ownership on <br />January 14`x' to vote on the improvements. <br />A property owner asked if there were restrictions on how the money could <br />be used, asking if furniture can be purchased. The City Administrator <br />indicated that the HIA program is very flexible. Common area <br />improvements can be made, including the purchase of furniture for the <br />common area. <br />One owner stated that there is some concern about the cost of the <br />improvements, feeling that only the necessities should be done. Blesener <br />pointed out that the association will hold an ownership meeting on January <br />14`" at which time there will be a vote of the residents on what <br />improvements will be done. <br />Marlys Eyler asked if property owners who pay their fee within the 30 <br />days will be paying for bond sale costs. The City Adminisriā¢ator replied <br />that they will not. The interest cost will have the bond sale costs factored <br />into it. <br />The Administrator again explained the County's low interest money that is <br />available provided that 50% of Fleur Royale owners meet low income <br />requirements. Again, the County will survey property owners and make <br />the determination if the 50% requirement is met. <br />The Council asked for a show of hands of those interested in proceeding <br />with the HIA ordinance adoption. The majority were in favor with three <br />property owners being against. Blesener noted that if the ordinance is <br />adopted, property owners then have 45 days within which to submit a <br />petition signed by 35% of the owners to veto the HIA ordinance. <br />There was no one else present wishing to comment on this matter. <br />Upon motion by Keis, seconded by Boss, the public hearing was closed <br />Mr. Keis introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2008-12-306 -ESTABLISHING HOUSING <br />IMPROVEMENT AREA N0.3 PURSUANT TO MINNESOTA <br />STATUTE NO. 428A.14 AND EXPANDING THE POTENTIAL <br />IMPROVEMENT LIST TO INCLUDE SIDEWALKAND OTHER <br />IMPROVEMENTS AS DISCUSSED THIS EVENING <br />9 <br />
