MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />22, 2008 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 22nd day of <br />December, 2008 in the Council Chambers of the City Center located at <br />515 Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 4:30 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: <br />Mayor <br />Council Member <br />Council Member <br />Council Member <br />Mr. Bill Blesener <br />Ms. Barbara Allan <br />Mr. John Keis <br />Mr. Rick Montour <br />ABSENT: <br />ALSO PRESENT: <br />Council Member <br />Ms. Shelly Boss <br />City Administrator Mr. Joel R. Hanson <br />Member Elect Mr. Mike McGraw <br />City Clerk Ms. Kathy Glanzer <br />CITY The Mayor noted that the purpose of tonight's workshop meeting is to <br />ADMINIS- conduct the performance evaluation of the City Administrator. The <br />TRATOR'S Mayor began by rating the Administrator as an "E-Exceeds Expectations" <br />PERFORMANCE for Organizational Management. He noted that there is very little <br />EVALUATION supervision needed of staff because of the Administrator's unique ability <br /> to either hire or place and train qualified people for key/director positions. <br /> Citizen questions/complaints are responded to in a professional, ethical, <br /> and timely manner. The upward appraisal done of the Administrator by <br /> staff shows him to be a strong, competent, and well-liked leader. Keis <br /> rated the Administrator at "E" and noted that he is well prepared. <br /> McGraw provided an "E" rating noting the Administrator's strong <br /> organizational management style, he listens and understands what the <br /> Council is asking for when they are seeing information or developing <br /> policies. He works well with staff in planning and carrying out the <br /> policies adopted by the Council. Complaints are very uncommon. <br /> McGraw noted that the Administrator does a commendable job of <br /> organizing, training, and supervising employees to learn more than one <br /> position's assignments. Allan rated the Adminishator at "E" indicating <br /> that he is excellent at recruitment and staff development. He has a keen <br /> sense of staffls strengths and how to use them effectively. Montour rated <br /> the Administrator at "E" noting that he is capable ofmulti-tasking <br /> multiple projects at the same time. The City operated with a highly <br /> efficient and minimal staff. Complaints are handled quickly and <br />
