MINUTES <br />CITY COUNCIL <br />DECEMBER 22, 2008 <br />professionally, and are almost non-existent. The Administrator utilizes the <br />strengths of the small staff to maximize efforts and commends his team for <br />all their efforts. Montour noted that as a result of long tenure of staff, the <br />ability to further develop staff is somewhat diminished in this position. <br />However it appears that staff is satisfied with motivational techniques as <br />well as function development. <br />The next area was Fiscal/Business Management. Montour rated the <br />Administrator as "E". He noted the numerous challenges facing the City <br />with budget cuts, etc. and the Administrator's creativity in managing these <br />difficult matters. Montour suggested the implementation of quarterly or <br />semi-annual budget status reports. He commended the Administrator for <br />partnering with other jurisdictions, i.e. Falcon Heights for joint street <br />sweeper purchase. He also noted the Administrator's direction to the <br />Council to be wary and cautious in the dependence of LGA from the State. <br />Keis provided an "E" rating and noted the Administrator's cautionary <br />approach on LGA as well as suggestions for budget reductions. McGraw <br />provided an "E" rating and indicated that the Administrator does an <br />exemplary job in fiscal matters. Budget preparation along with <br />documentation makes the Council's job much easier to accomplish. The <br />Administrator is always perusing the most cost-effective measures. <br />Budget format is understandable and supported with data and historical <br />background information. The Administrator is always looking to the <br />future to predict the City's financial needs and how to best meet those <br />needs. McGraw highlighted The unallotment of LGA as an example. <br />Allan rated the Administrator at "E", and stated that there is not another <br />city administrator who can surpass the City Administrator in this category. <br />Blesener rated the Administrator at "E" stated that he is well versed in all <br />fiscal areas of the City and conservative in the budgeting process. He <br />suggested a quarterly budget report for the Council to review. He <br />commended the Administrator on his conservative budgeting that will help <br />the City from experiencing any serious fiscal implications due to the <br />State's budget crisis, at least for 2008 and 2009. <br />The next area rated was Relationship with Mayor/Council. Keis rated the <br />Administrator as "E". McGraw also provided an "E" rating commenting <br />that the Administrator keeps all the Council abreast of current issues and <br />forwarding the Council of issues that may arise in the future. McGraw felt <br />this may be the Administrator's greatest strength and noted that the <br />relationship with the Council is comforting, open, timely, and informative. <br />The Administrator is always available, is dependable, and follows through <br />on requests. Allan rated this area at "E" commenting that the <br />Administrator cultivates good relationships with the entire Council and <br />follows through in a timely manner. Blesener rated the Administrator at <br />"E" and noted the Administrator's open door policy and that all Council <br />Members receive the same information and are treated equally.
