MINUTES <br />CITY COUNCIL <br />DECEMBER 22, 2008 <br />The next area is Intergovernment Relations. Blesener rated this area as <br />"E" noting that the Administrator is a member of a number of <br />intergovernmental associations and has presented at a number of <br />conferences. He noted the cooperative ventures with surrounding <br />communities that result in cost reductions and cooperation. He <br />commended the Administrator pointing out that he is well throught of and <br />respected by every public official that he talks to. Montour provided an <br />"E" rating noting the positive approach to working with surrounding <br />jurisdictions, and good relationship with the League. Keis provided an <br />"E" rating highlighting the working relationship with the City of Falcon <br />Heights and other surrounding communities and governmental agencies. <br />McGraw rated this area at "E" noting the Administrator's involvement <br />with a number of governmental agencies. He pointed out the benefit to the <br />City in the exchange of ideas and concerns and the positive working <br />relationships for Little Canada. Allan rated this area at "E" and indicated <br />that the Administrator cultivates and maintains positive relationships with <br />other governmental agencies. She noted that these relationships and his <br />professionalism make the City look good. <br />The next area rated was Professional/Personal Development. Montour <br />provided an "E" rating and stated that he has observed that City staff <br />works together as a team under the Administrator's direction. The quality <br />of staff and their work ethic allows the Administrator to address higher <br />priority matters. Under his leadership there are opportunities for personal <br />development and imagination. Keis provided an "M" rating commenting <br />that the Administrator puts other work in front of his own personal <br />development. He encouraged the Administrator to go to at least one <br />conference per year. McGraw rated this area at "M" and stated that he <br />was not aware of the number of opportunities the Administrator takes <br />advantage of for his professional and/or person development. He hoped <br />the Administrator would take advantage of these opportunities to continue <br />his professional growth as that attribute will benefit the City. In difficult <br />financial times, McGraw felt it was important for the administrator to <br />attend workshops or meetings to keep abreast of items that may or will <br />affect the City. Allan provided an "E" rating and felt the Administrator <br />was always broadening his horizons and encouraging the same in staff. <br />Blesener rated this area at "E" and stated that the Administrator stays on <br />top of things and is continually aware of new developments, processes, <br />and procedures that either affect or benefit the City. He encourages staff <br />to do likewise. <br />The Council each gave the City Administrator an overall rating of "E" <br />commenting on his knowledge, job performance, and the respect that he <br />has from citizens, his peers, and other governmental agencies. It was the <br />consensus of the Council that the Administrator's list of accomplishments <br />should be included as part of his personnel file. <br />4 <br />
