MINUTES <br />CITY COUNCIL <br />DECEMBER 22, 2008 <br />comprehensive. Montour provided an "E" rating and stated that agenda <br />materials are clear and carefully prepared. Information is understandable <br />and complete. <br />The next area was Long Range Planning. McGraw rated this area at an <br />"E" stating that the Administrator does a commendable job keeping the <br />council informed of impending legislation, updates from the LMC, an <br />awareness of what developments or activities are pending or taking place <br />in other cities that may affect Little Canada. Allan provided an "E" rating <br />and stated that the Administrator is the City's "long-range planning <br />committee". The focus is always on a better future for the City. Blesener <br />provided an "E" rating noting that the City is nearly fully developed with <br />well thought-out plans for future capital improvements and purchases, <br />infrastructure improvements, and road reconstruction. Areas have been <br />identified for redevelopment within the City. He noted that since the <br />Administrator was hired all of these programs have been established <br />which in turn helps the City stabilize its year to year budgets and creates a <br />vision of the City's long term needs. Montour provided an "M" rating <br />commenting that he believes the City is more reactive than proactive. <br />There are times when the plate becomes too full and actions need to be <br />taken. The Administrator has been able to prioritize the workload and set <br />up action plans to accomplish the plan and needed goals. Montour <br />commended the Administrator for his positive working relations with the <br />City legislative representation. Keis provided an "M" rating indicating <br />that this area of responsibility was not a high priority. He noted that the <br />City does what it needs to do. <br />The next area rated was Relationship with Public/Public Relations. Allan <br />provided an "E" rating and stated that the Council benefits enormously <br />from the way staff interacts with other branches of government, media, <br />and residents. Blesener provided an "E" rating stating that the <br />Administrator continually presents himself in a professional, ethical, and <br />fair and consistent manner to whomever he is dealing with. He expects <br />staff to act in the same manner. Montour rated this area at "E" and stated <br />that the Administrator represents the City in a professional manner and <br />correspondence to the public is accurate and fair. He commended his <br />direction to staff in the development of the newsletter noting that with <br />budget cuts the timeliness of the information is critical, and as a result the <br />City is going to have to look at other means to communicate information <br />to our citizens. Keis provided an "E" rating as did McGraw. McGraw <br />noted that the Administrator does an exemplary job of establishing and <br />maintaining an attitude of courtesy and sensitivity to the public's needs. <br />This carries over to City employees as well. He noted the results of the <br />upward appraisal, the lack of complaints to the Council, and personal <br />observations of the Administrator working with staff and vendors. <br />3 <br />
