STAFF REPORT

TO: Mayor Keis and Members of the City Council

FROM: Bryce Shearen, Parks & Recreation/Community Services Director

DATE: August 10, 2022

RE: Adoption of Emerald Ash Borer (EAB) Management Plan

ACTIONS TO BE CONSIDERED:
Motion to adopt the Emerald Ash Borer (EAB) Management Plan.

BACKGROUND:
Emerald Ash Borer (EAB) is a non-native insect that has been shown to cause nearly 100%
mortality in native ash tree (Fraxinus sp.) populations. Ash trees are a prevalent species and have
been commonly planted for decades. Considering this, as well as the confirmation of Emerald
Ash Borer in Little Canada, a large portion of the City’s urban forest is currently vulnerable.

One of the requirements of the $73,000 grant that the City of Little Canada received from the
MnDNR is to establish a formal EAB Management Plan. The attached EAB Management Plan
being proposed has been created to lessen the impact of EAB and the City’s ash tree population.
The plan outlines how the City of Little Canada will proceed as Emerald Ash Borer infestation
becomes more advanced in years to come.

STAFF RECOMMENDATIONS:
Staff recommends that the City authorize the approval of the proposed Emerald Ash Borer
Management Plan.
