<br /> <br /> STAFF REPORT <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> FROM: Chris Heineman, City Administrator <br />Bill Dircks, Public Works Director <br /> DATE: October 12, 2022 <br /> RE: Approval of City Hall Renovation Plans & Specifications <br /> <br />ACTION TO BE CONSIDERED: <br />The City Council is asked to review the plans and specifications for the renovation of City Hall and <br />consider approval of the final plans and specifications and authorize the bid process via Sourcewell. <br /> <br />BACKGROUND: <br />In December 2021, the City Council selected Oertel Architects to explore options to renovate the front <br />office area to create more functional space and provide additional workspace for employees. Both the <br />public and employee restrooms are also in need of upgrades to meet ADA accessibility requirements. <br />City staff presented the preliminary project scope for the City Hall renovations at a City Council <br />workshop on July 13. Based on feedback from the Council, staff continued to refine the scope with <br />Oertel Architects and is now at a place where the plans and specifications can be finalized and the project <br />can be advertised for bids. The attached architectural drawings show the final plans and specifications <br />including renovations in each of the following areas. <br />Front Office Area: <br />The proposal includes adding an additional office next to the existing office that was created for the <br />Finance Director twenty years ago and now houses the Code Enforcement Officer and the Fire Marshal. <br />Both of the new offices are proposed to have full walls and will be utilized for the Building Official and <br />the Code Enforcement Officer. There are also two new work stations outside of the new offices which <br />will enable part-time staff to have a work space of their own when they are at City Hall. One of these <br />spaces will be utilized by the Fire Inspector and the other office is available for other part-time staff or <br />interns on an as-needed basis. <br />Other significant changes to the front office include removing the door to the right of Lisa’s current desk <br />and incorporating Lisa’s desk into the reception area for easier access and to eliminate unnecessary <br />traffic flow between Lisa and the front counter. The existing lobby door to the west of the reception area <br />will provide access to the lobby, conference room, break room, and council chambers for all employees. <br />The reception counter will also be narrowed to improve communication with residents, and an accessible <br />section will be added to the customer’s right side meet current ADA standards. Plexiglass is proposed to <br />be permanently added at both counters with a talk through box to aid in the ability to hear and understand <br />what others are saying from both sides of the counter.
