<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Bryce Shearen, CPRP, Parks & Recreation/Community Services Director <br /> <br />DATE: October 12, 2022 <br /> <br />RE: Purchase of Utility Vehicle for Park Maintenance <br /> <br />ACTIONS TO BE CONSIDERED: <br />Motion to approve the purchase of a Toro Workman HDX and Rahn Field Groomer from MTI <br />for $34,612.39. <br /> <br />BACKGROUND: <br />The Parks & Recreation Department currently has two utility vehicles for park-related <br />maintenance tasks that are used daily from spring to fall for a wide variety of tasks. Those tasks <br />include painting field lines, grooming ball fields, being used in parks during summer events, <br />weed spraying, and trash and litter cleanup. The 2006 Cushman is scheduled for replacement this <br />year and staff have looked at a few different replacement options. <br /> <br />In the end, staff has determined that a Toro Workman is the best fit for what the department <br />needs. The Parks & Recreation Department replaced the 2004 Cushman with a Toro Workman in <br />2018 and has been very satisfied with the performance of that utility vehicle. The Toro Workman <br />is a versatile vehicle that has a dump box and a field groomer attached to drag ballfields. With <br />the amount of use these utility vehicles get and keeping safety as a top priority, Staff has added <br />the option for a hard cab which provides rollover protection for the occupants and also has a <br />windshield for eye protection of the occupants. As seen in the previous Toro Workman that was <br />purchased the cab has provided more comfort for the operators. Staff has also found that the <br />Toro is easy to operate and is a good utility vehicle for seasonal employees that may not have a <br />lot of experience. The Workman as set up by staff has a total cost on the state contract of <br />$31,254.49. <br /> <br />In addition to purchasing the utility vehicle, staff is recommending purchasing a Rahn field <br />groomer to be attached to the Workman. Staff has used Rahn groomers for many years and are <br />pleased with how they work. A new Rahn groom has a state contract cost of $3,357.90. <br /> <br />Staff is also recommending keeping the 2006 Cushman (2000 hrs) in its fleet of vehicles and not <br />trading it in. With a trade-in value of around $2000 from MTI, staff believes that with the small <br />trade-in value it would benefit the Parks & Recreation Department better to keep this vehicle. <br />The Cushman will be able to provide an extra vehicle for the seven seasonal employees during <br />the summer and it will also create staff efficiencies by becoming the dedicated paint vehicle to <br />paint foul lines for the ball fields and soccer fields.
