Proposed Improvements <br />Twin Lake Boulevard ǀ 0N1.125376 Page 6 <br /> <br />PEDESTRIAN AMENITIES <br />There are no existing pedestrian amenities along Twin Lake Boulevard. Ramsey County is currently in <br />the preliminary planning process for a regional trail along Vadnais Boulevard from County Road E to <br />Rice Street. <br />PROPOSED IMPROVEMENTS <br />STREETS <br />Based on the pavement age, pavement distresses, and sub-soil information, the proposed street <br />improvement for Twin Lake Boulevard is a full-depth reclamation (FDR). FDR would grind, pulverize, and <br />mix the existing aggregate base with the existing bituminous pavement. This mixture will be directly re- <br />used as aggregate base. The excess reclaim material that must be removed to make room for the new <br />bituminous can be salvaged for reuse on site as needed for construction. This is an economical and <br />environmentally friendly way to reuse construction materials. <br />The existing asphalt curb between Bankers Drive and Mayfair Road is proposed to be replaced with B618 <br />concrete curb and gutter. Concrete ribbon curb is proposed for the rural sections of roadway west of <br />Bankers Drive and east of Mayfair Road where no curb currently exists. Ribbon curb does not have a <br />back to it, maintains existing drainage patterns, and promotes the structural integrity and overall life of <br />the pavement. <br />The pavement is proposed to be reduced from 32 feet wide to 28 feet for the section of roadway <br />between Bankers Drive and Mayfair Road. The reduction in street width will help reduce impacts <br />associated with bituminous trail construction in this area; there are several driveways, landscaped <br />boulevards, and steep slopes in this area. Given the low-volume nature of this roadway, both in its <br />current state as well as after development of the new high-density housing units, reduction of the road <br />will not impact traffic operations or overall level of service. Additionally, roadway narrowing can <br />promote these secondary benefits: <br />• Construction cost savings <br />• Long-term maintenance cost savings (crack sealing, mill & overlay, etc.) <br />• Reduced impervious surface results in reduced stormwater treatment requirements and associated <br />costs <br />• Reduction in volume of snow removal <br />• General traffic calming and speed reduction <br />As part of the road improvements, each residential driveway will receive a new concrete driveway <br />apron. The driveway area behind the concrete apron will be saw cut and restored with like material, as <br />necessary. <br />Due to resident concerns during the preliminary approval process for the planned multi-family housing <br />developments, turn lanes on Twin Lake Boulevard approaching the Bankers Drive intersection were <br />evaluated. The traffic volumes on Twin Lake Boulevard do not meet the threshold to trigger warrants <br />that would recommend turn lane construction. <br />In coordination with Ramsey County staff, City of Little Canada and City of Vadnais Heights staff have <br />scoped a proposed realignment of Twin Lake Boulevard at it approaches Vadnais Boulevard near the <br />east end of the project. The realignment would provide better sight lines and a safer intersection for <br />traffic. Selective clearing of brush and trees is also proposed and would further improve sightlines. <br />Refer to Figure 3 in Appendix A for a depiction of the proposed roadway improvements. <br />
