<br />City Engineer Review: <br />(Please see the City Engineer’s Comments Memo) <br />The City has met with Lennar to discuss the comments on Monday, October 17th. Since that <br />meeting, Lennar has met most of the comments from the City Engineer and has updated the <br />drawings to reflect the changes. <br /> <br />Ramsey County Comments: <br />As noted in the City Engineer comments, a permit will be required from Ramsey County for <br />Vanderbie street and utility construction adjacent to and connecting to County Road D. <br /> <br />Other Review Agencies: <br />As noted in the City Engineer comments, other agencies such as the Metropolitan Council, Xcel <br />Energy, BP, etc. will have permits that may be required. <br /> <br />Comprehensive Plan: <br />The proposal is consistent with the Comprehensive Plan. The Plan states that the R-2 Medium <br />Density Residential District is reserved for a density range of 4 to 10 units/acres, the density of <br />this project is 9 units/acres with a gross area of 19.7 acres and (178) units. <br /> <br />Comprehensive Plan Goals: <br />Comprehensive Plan goals that support the development are listed below: <br /> <br />Chapter 1: Introduction <br />• City’s vision detailed as an ‘Age-Friendly Community’ – where the land use plan <br />allows for the expansion of housing options. <br />Chapter 2: Land Use <br />• Population forecasts project the addition of up to 300 more residents over the next <br />10-15 years as the city is fully built out with the addition of nearly 250 more <br />households. <br />• The Future Land Use Plan identifies up to 59 acres or 2% of the City’s land to be <br />utilized for future medium density residential. The parcels are also located in <br />District 10, which forecasted medium to high density residential development. <br />Chapter 3: Housing <br />• The Housing Strategy is to achieve new housing through redevelopment of certain <br />sites from lower-density to achieve infill on open parcels. Infill and redevelopment <br />are guided toward middle and higher density housing types. <br />• Projected growth for developed communities is anticipated to occur through <br />reinvestment at higher development densities. The City’s land use policies and <br />strategies reflect this regional strategy. The private market is expected to respond <br />to the need for additional housing by making good use of available properties. <br /> <br />Zoning Map Amendment, Rezoning: <br />Current Zoning District: R-1, Low Density Residential District <br /> <br />Proposed Zoning District: R-2, Medium Density Residential District <br />
