<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Corrin Wendell, Community Development Director <br /> <br />DATE: Wednesday, October 26, 2022 <br /> <br />RE: Final Plat/Variance/Rezoning– Pioneer Commons – Case #1415 <br /> <br /> <br />COVER MEMO <br /> <br />ACTION TO BE CONSIDERED: <br />The City Council is asked to consider approval of the Pioneer Commons 1st Addition Final Plat, <br />approval of Rezoning from R-1 Low Density Residential to R-2 Medium Density Residential, and <br />approval of a Variance for the front and rear yard setbacks of the proposed townhomes. <br /> <br />BACKGROUND: <br />On March 23, 2022, the City Council held a Workshop to discuss the overall development plan for <br />a proposed townhome development by Lennar Pioneer Commons. Representatives from Lennar <br />also held a Neighborhood Meeting at the Little Canada Elementary on March 24, 2022 to present <br />the preliminary development plan and answer questions from residents and the public regarding <br />the proposed development. Lennar made several revisions to the preliminary development plans <br />based on the feedback provided by City Council members and local residents. Additional review <br />and approvals included the following steps: <br />• At the May 5, 2022 Planning Commission meeting, the Planning Commission reviewed <br />the Preliminary Plat, Rezoning, and Variance request and recommended approval to the <br />City Council. <br />• At the May 11, 2022 City Council Meeting and public hearing, the City Council reviewed <br />the Preliminary Plat, Rezoning, and Variance request. Item was tabled to allow for Site <br />Plan changes. <br />• At the May 25, 2022 City Council meeting, the City Council voted to approve the <br />Preliminary Plat and move forward with the Final Plat, Rezoning, and Variance phases. <br />Based on Council discussion and public comment, Lennar provided an updated Site Plan <br />that showed additional circulation to address concerns about traffic, city road connections, <br />and internal connections within the private streets of the development. <br />• The City process and requirements for Preliminary and Final Plats are outlined in the <br />Subdivision Ordinance, Section 1005. The Planning Commission reviews each of these <br />requests and makes a recommendation to the City Council. The City Council then reviews <br />and makes a final determination for the requests. Sometimes Preliminary and Final Plats <br />are reviewed together and sometimes they are reviewed separately, typically for larger
