MINUTES <br />CITY COUNCIL <br />JANUARY 14, 2009 <br />Mayor welcomed them to the Commission and thanked them for their <br />willingness to serve. <br />REISSUANCE Mayor Blesener opened the continuation of Public Hearing to consider <br />OF INTERIM the reissuance of an Interim Use Permit allowing aggregate materials <br />USE PERMIT - stockpiling and recycling at 3137 Country Drive, Fra-Dor. <br />FRA-DOR <br />The City Administrator reported that Ehlers & Associates has been doing <br />some financial analysis relative to redevelopment options for the Fra-Dor <br />site. He reviewed two Tax Increment Financing runs showing two <br />difference development scenarios. The first is for three 40,000 square foot <br />buildings which would involve the acquisition of additional properties and <br />the relocation of Ryan Drive. The second is for seven 5,000 square foot <br />buildings which does not involve the relocation of Ryan Drive. The <br />Administrator indicated that there is much less cost and TIF assistance <br />needed with this second proposal, but noted that it may not be the <br />preferred outcome. The Administrator noted that the initial discussions <br />involved the development of a large building on the site as well as the <br />relocation of the existing pond. That option proved to be cost prohibitive. <br />The Administrator noted that there is still a lot to do in planning the <br />redevelopment of this site. There is the question of whether or not the <br />economics will support the redevelopment, and it appears they will. <br />However, given the current economic conditions, timing will be key. The <br />Administrator recommended that an extension be granted on the Interim <br />use permit while redevelopment planning continues. The Administrator <br />reported that more details and research need to be done before an <br />agreement can be drafted. He indicated that it is a tough project, but <br />indicated that both the City and Mr. Frattalone are working cooperatively <br />on a long term plan that allows the site to redevelop. The Administrator <br />noted that at this point, analysis is three-fold. The first option is for the <br />three-larger buildings; the second is for several smaller buildings; and the <br />third is determining how the property could redevelop if the first two <br />options are not feasible, i.e. the use of pylings for building development or <br />reissuance of the interim use permit on along-term basis. <br />Frank Frattalone, Fra-Dor, appeared before the Council and reviewed the <br />history of the Fra-Dor site and his recent application for reissuance of the <br />Interim Use Permit for this property for his stockpiling and recycling <br />business. Frattalone acknowledged the City's desire to clean up Ryan <br />Insurance Park, and noted that he has already done some of it with his <br />purchase of the Groundskeeper property. Frattalone indicated that when <br />he obtained the IUP for Fra-Dor, the plan was for the eventual <br />redevelopment of the site with several smaller buildings.
