MINUTES <br />CITY COUNCIL <br />JANUARY 14, 2009 <br />been done of the soils, and indicated that the site could be redeveloped <br />with smaller buildings with storage yards. He noted that the property is a <br />landfill Frattalone stated that he would like to redevelop the site with <br />larger buildings, and is willing to work with the City to do that. He also <br />indicated his willingness to purchase the two properties opposite Ryan <br />Drive and include these in the redevelopment. Frattalone indicated that he <br />has had some contact with the property owners to the north, but there are <br />no guarantees that he will be able to work out the purchase, and noted that <br />with the current economy it is difficult to purchase land that will be held <br />for a period of time. <br />Frattalone stated that he has hired an engineer to look at the site and <br />determine if it is feasible to redevelop it with large buildings on floating <br />slab. Frattalone indicated a 40,000 square foot building on a floating slab <br />is a challenge and may be difficult to market. Frattalone thought that if it <br />is possible to construct, he may have to own and lease the buildings. <br />Blesener expressed concern that redevelopment of the site with seven <br />smaller buildings would be an extension of Ryan Industrial Park. <br />Frattalone indicated that the buildings would be an improvement over <br />what is in Ryan Industrial park. <br />Blesener indicated that he would like to see the Fra-Dor site <br />redevelopment, but realizes with the current economy that would be <br />difficult at this time. Blesener stated that he did not have a problem <br />granting an extension to the stockpiling and recycling operation. <br />Frattalone stated that he is willing to work with the City to by to get the <br />property redeveloped. The Administrator indicated that soils and <br />economics will play a role in how the property can be redeveloped. <br />Blesener stated that he would like to see aBusiness-Warehouse type of <br />redevelopment rather than alight-Industrial redevelopment. The <br />Administrator indicated that work will continue on the redevelopment plan <br />details. <br />Frattalone stated that he is not proposing redevelopment with metal sheds, <br />but rather buildings similar to his former site at 3036 Spruce Sfieet. <br />Blesener was concerned about the expansion of the outdoor storage use. <br />Frattalone again pointed out that the property is a land fill, and a portion of <br />the property will need to be outdoor storage. However, good buildings, <br />green areas, and landscaping would be used to dress up the sites. <br />Keis felt that the matter is moving in the right direction and additional <br />work is needed before the City can act on an extension of the IUP. <br />
