MINUTES <br />CITY COUNCIL <br />JANUARY 14, 2009 <br />Montour asked when the Council needed to act on the request for <br />reissuance of the IUP. The City Attorney noted that this is a public <br />hearing, and reminded the Council of the need to ask for input from the <br />public. He further noted that give the discussion of the need for additional <br />refinement of the details of the redevelopment plan, the Council can <br />continue the public hearing to a date specific. The City Attorney <br />commented that it does not appear that Mr. Frattalone would have an <br />objection to tabling the matter to a date specific. <br />Frattalone asked if the Council could act to approve an extension of the <br />IUP this evening with the understanding that he and the City will continue <br />to work together on the redevelopment plan. Blesener felt that action <br />should be tabled for 60 days. He stated that he would like more of the <br />redevelopment details worked out before taking action on the reissuance <br />of the IUP. Montour agreed. He indicated that he had no objection to <br />reissuing the IUP for a period of time, but stated that he would like some <br />bullet points established relative to the redevelopment process first. <br />Montour stated that he did not have enough information this evening to act <br />on the IUP reissuance. <br />Frattalone indicated that he will be out-of--town for the next couple of <br />months and asked that the matter be tabled for longer than 60 days. <br />Frattalone expressed concern that even at that point, he and the City will <br />not have all the answers. Blesener agreed, but felt that there will be more <br />details worked out so that a redevelopment agreement can be put in place. <br />Keis stated that while the final plan may not be worked out, there will be <br />an agreement in place that will outline what is going to happen over the <br />next five years. Keis stated that he, too, was not ready to act on reissuance <br />of the IUP this evening. <br />Frattalone asked what additional information the City might want from <br />him. Keis suggested that some of the key points outlined in the agreement <br />may include an escalator clause for the recycling fee that Frattalone pays <br />the City, benchmarks at the three, four, or five year points, etc. <br />Blesener suggested that the matter be tabled for 90 days and at that time a <br />redevelopment plan with timelines and bullet points be presented to the <br />City. Blesener also suggested that the escalator clause be looked at. <br />Frattalone noted that in the current economy it is common for these fees to <br />go down. He suggested that it might be helpful to have an additional <br />committee meeting to discuss the details. Blesener agreed. <br />Frattalone pointed out that the redevelopment project must be a <br />partnership between the City and Fra-Dor. Frattalone stated that the <br />redevelopment will not be an extension of Ryan Industrial Park. <br />
