MINUTES <br />CITY COUNCIL <br />JANUARY 14, 2009 <br />PARKS COMP Mr. Montour introduced the following resolution and moved its adoption: <br />PLAN <br />RESOLUTIONNO. 2009-I-8 - CALLING A JOINT WORKSHOP <br />MEETING WITH THE PARKS & RECREATION COMMISSION TO <br />REVIEW THE PARKS COMPREHENSIVE PLAN FOR THURSDAY, <br />FEBRUARYS, 2009 AT 6:30 P.M. AS RECOMMENDED SY THE <br />CITYADMINISTRATOR <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />STREET The City Administrator reviewed his January 7, 2009 report outlining <br />SWEEPER the details of the Joint Powers Agreement with the City of Falcon Heights <br />PURCHASE for street sweeper purchase and operation. The City Administrator <br />reported that the joint ownership of this piece of equipment will allow <br />Little Canada to sweep its streets more frequently, thus improving water <br />quality in the City and overall appearance. Currently, street sweeping is a <br />contracted service and done once per year. He noted that a regenerative <br />air sweeper is being proposed, which picks up more of the particulate <br />matter which holds more of the contaminants. The cost of the sweeper is <br />$164,317.79, which is the State contract price, including sales tax. The <br />acquisition cost of the sweeper will be allocated on street lane miles, or <br />about 2/3rds to Little Canada ($107,430.97) and 1/3rd to Falcon Heights <br />(56,886.82). The Adminish•ator also indicated that the City will be <br />advertising for apart-time person to sweep sheets on an on-call basis. It is <br />hoped that a retired Public Works person can be employed in this capacity. <br />The City Administrator reported that the Joint Powers Agreement has been <br />reviewed by the City Attorneys for both cities and they recommend <br />approval. <br />Blesener noted that this type of cooperation is not unusual between the <br />two cities, noting the shared Building Official position. <br />The City Administrator agreed, noting that the two cities have a very good <br />working relationship. He pointed out that having a street sweeper will <br />allow the City to do a better job of keeping streets clean and will reduce <br />the amount of pollutants getting into lakes and streets. He noted that the <br />City has money in its Capital Improvement Budget for this purchase. The <br />Administrator noted that while the economic conditions are poor, it is a <br />good time to make a purchase of this nature given the cost savings in a <br />competitive marketplace. <br />
