<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Eric Seaburg, P.E., City Engineer <br /> <br />DATE: November 30, 2022 <br /> <br />RE: Twin Lake Boulevard – CDBG Grant Agreement for Sidewalk Improvements <br /> <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to approve resolution authorizing the City to enter into a Community Development <br />Block Grant (CDBG) Program Agreement with the Ramsey County Housing and <br />Redevelopment Authority for sidewalk improvements along Twin Lake Boulevard in 2023. <br /> <br />BACKGROUND: <br />Project staff submitted an application to the Ramsey County CDBG program in March. In April, <br />staff was notified that the Twin Lake Boulevard project was awarded $506,086 in grant funding <br />to use towards a new sidewalk amenity. The award does not require a local match and is <br />anticipated to cover all of the City’s expenses towards the sidewalk portion of the project. <br /> <br />Once the Agreement is executed, project staff can continue implementing the sidewalk <br />improvements in accordance with the agreement. The City will be reimbursed by the Ramsey <br />County Housing and Redevelopment Authority after project costs have been incurred. <br /> <br />FINANCIAL IMPACT: <br />The CDBG grant funding has been part of the funding package for Twin Lake Boulevard since <br />staff was notified of the award. The draft 2023-2032 Capital Improvement Plan includes this <br />amount as a funding source to the project. <br /> <br />STAFF RECOMMENDATIONS: <br />Staff recommends that the City Council pass a Resolution authorizing the City to enter into a <br />Community Development Block Grant Program Agreement with the Ramsey County Housing <br />and Redevelopment Authority. <br /> <br />ATTACHMENTS <br />• Resolution authorizing the City to enter into a Community Development Block Grant <br />Program Agreement <br />• Community Development Block Grant Program Agreement
