9 <br /> <br /> <br />Section 2.4 Non-Discrimination; Employment; Section 3 Compliance; Contracting. <br /> <br />A. General. Grantee is required to comply with all federal, state, and local laws prohibiting <br />discrimination on the basis of age, sex, marital status, race, creed, color, national origin or <br />the presence of any sensory, mental or physical handicap, or any other basis. <br /> <br />B. Program Benefit. Grantee shall not discriminate against any resident of the project service <br />area by denying benefit from or participation in any block grant funded activity on the basis <br />of race, color, sex, or national origin. <br /> <br />C. Fair Housing. Grantee is required to take necessary and appropriate actions to prevent <br />discrimination in federal assisted housing and lending practices related to loans insured or <br />guaranteed by the federal government. <br /> <br />D. Employment. <br /> <br />1. In all solicitations under this Grant Agreement, Grantee is required to state that all <br />qualified applicants will be considered for employment. The words “equal opportunity <br />employer” in advertisements satisfies the requirements of this section. <br /> <br />2. Grantee is prohibited from discriminating against an employee or applicant for <br />employment in connection with this Grant Agreement because of age, marital status, <br />race, creed, color, national origin, or the presence of any sensory, mental or physical <br />handicap, except when there is a bona fide occupational limitation. Such action must <br />include, but not be limited to, the following: Employment, upgrading, demotion or <br />transfer, recruitment or recruitment advertising, layoff or termination, rates of pay or <br />other forms of compensation, and selection for training. <br /> <br />E. Section 3 Compliance. <br /> <br />1. Compliance; goals; reporting. Grantee will comply with and to cause its covered <br />contractors and covered subcontractors to comply with the requirements of Section 3 <br />of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701u; <br />the regulations at Title 24 CFR Subtitle A Part 75; the Ramsey County HRA Section 3 <br />Action Plan and the terms of this Grant Agreement. Definitions for this section are <br />pursuant to 24 CFR 75.5. <br /> <br />The purpose of Section 3 is to ensure that economic opportunities, most importantly <br />employment, generated by certain HUD financial assistance will be directed to low- <br />and very low-income persons, particularly those who are recipients of government <br />assistance for housing or residents of the community in which the Federal assistance is <br />spent. The hiring goals of 20% Section 3 Workers and 5% Section 3 Targeted Workers <br />apply to this Grant Agreement. Grantee agrees to report to the Authority, as requested <br />by Authority, its compliance with these Section 3 requirements on the form(s) supplied <br />by the Authority.
