10 <br /> <br /> <br />The Section 3 requirements set forth in this section apply to any and all contracts that <br />Grantee enters into with another party and must be included in all bid and proposal <br />instructions, notices, specifications, and solicitations for work that are distributed. Any <br />reference to contractor within the Section 3 requirements also includes subcontractors <br />(including any second or third tier subcontractors). <br /> <br />2. Requirements. Grantee agrees that the following requirements apply to this Grant <br />Agreement: <br /> <br />a. Employment & Training: Actions to facilitate participation by Section 3 <br />residents. <br /> <br />i. To the greatest extent feasible, and consistent with existing Federal, <br />state, and local laws and regulations, Grantee will ensure that <br />employment and training opportunities arising in connection with <br />Section 3 projects are provided to Section 3 Workers within the <br />metropolitan area (or nonmetropolitan county) in which the project is <br />located. <br /> <br />ii. Where feasible, priority for opportunities and training described in <br />paragraph E.2.a.i. of this section should be given to: <br />A. Section 3 Workers residing within the service area or the <br />neighborhood of the project, and <br />B. Participants in YouthBuild programs. <br /> <br />b. Contracting: Actions to facilitate participation by Section 3 businesses. <br /> <br />i. To the greatest extent feasible, and consistent with existing Federal, <br />state, and local laws and regulations, Grantee will ensure contracts for <br />work awarded in connection with Section 3 projects are provided to <br />business concerns that provide economic opportunities to Section 3 <br />Workers residing within the metropolitan area (or nonmetropolitan <br />county) in which the project is located. <br /> <br />ii. Where feasible, priority for contracting opportunities described in <br />paragraph E.2.b.i. of this section should be given to: <br />A. Section 3 Business Concerns that provide economic <br />opportunities to Section 3 Workers residing within the service <br />area or the neighborhood of the project, and <br />B. YouthBuild programs. <br /> <br />c. Grantee further acknowledges and agrees to utilize the Ramsey County Section <br />3 Action Plan to achieve compliance with the requirements of HUD Section 3, <br />and will assist the Authority with compliance as it pertains to this project, in <br />accordance with the Section 3 regulations in 24 CFR 75.
