13 <br /> <br /> <br />F. Contractors and Suppliers. <br /> <br />1. Any contractor, subcontractor, union, or vendor engaged in any activity under this <br />Grant Agreement is prohibited from discriminating in the sale of materials, equipment, <br />or labor on the basis of age, sex, marital status, race, creed, color, national origin, or <br />the presence of any sensory, mental or physical handicap. Such practices include <br />upgrading, demotion, recruiting, transfer, layoff, termination, pay rate, and <br />advertisement for employment. <br />2. All firms and organizations described above must be required to submit to Grantee <br />certificates of compliance demonstrating that they have, in fact, complied with the <br />foregoing provisions; provided, that certificates of compliance will not be required <br />from firms and organizations on contracts and/or yearly sales of less than $10,000. <br />3. To the greatest extent feasible, Grantee is required to purchase supplies and services <br />for activities under this Grant Agreement from vendors and contractors whose <br />businesses are located in the area served by block grant funded activities or owned in <br />substantial part by project area residents. <br /> <br />G. Notice. <br /> <br />1. As applicable, Grantee is required to include the provisions of subsections 2.4.A, B, <br />C, D, E, and F in every contract or purchase order for goods and services under this <br />Grant Agreement, and is required to send to each labor union or representative of <br />workers with which it has a collective bargaining agreement or other contract or <br />understanding a notice advising the said labor union or worker’s representative of the <br />commitments made in these subsections. <br />2. In advertising for employees, goods, or services for activities under this Grant <br />Agreement, Grantee is required to utilize minority publications in addition to <br />publications of general circulation. <br /> <br />Section 2.5 Labor Standards. If applicable, Grantee is required comply with all federal, <br />state, and local laws that apply to the construction or rehabilitation of the property, specifically the <br />Ramsey County Prevailing Wage Ordinance No. 2013-329. Grantee must require that project <br />construction contractors and subcontractors pay their laborers and mechanics at wage rates in <br />accordance with the Davis-Bacon Act, 40 USC 3141-44 and 40 USC 3146-3147; provided that <br />this section shall not apply to rehabilitation of residential property designed for residential use by <br />fewer than eight families. A copy of the current Davis-Bacon wage rate must be included in all <br />construction bid specifications and contracts over $2,000. <br /> <br />Section 2.6 Property Management. <br /> <br />A. Grantee agrees that any nonexpendable personal property, purchased wholly or in part with <br />agreement funds at a cost of $300 Dollars or more per item, is, upon its purchase or receipt, <br />the property of the Authority and/or federal government. Final ownership and disposition <br />of such property will be determined under the provisions of U.S. Office of Management <br />and Budget Circular No. A-102.
