15 Section 2.10 Activities for Which Other Federal Funds Must be Sought. Grantee may use CDBG funds for the provision of public services as described by 24 CFR 570.201(e), provided that Grantee meets the requirements of and follows the procedures outlined in 24 CFR 570.607. Section 2.11 Non-Participation in Political Activities. Grantee is required to comply with the provisions of the Hatch Act, 5 USC 7321-7326. Section 2.12. Conditions for Religious Organizations. Where applicable, the conditions prescribed by HUD for the use of CDBG funds by religious organizations must be followed, and, if applicable, included in agreements between Grantee and contractors or sub-contractors. Section 2.13 National Flood Insurance. Grantee may not receive CDBG funding for acquisition or construction in any area that has been identified as having special flood hazards and is not participating in the National Flood Insurance Program, Flood Disaster Protection Act, Section 3(a), 42 USC 4001-4003, and the Regulations thereunder. Grantee is required to comply with the Regulations at 24 CFR 570.605. Section 2.14 Air and Water Pollution. Grantee is required to comply with the provisions of the Clean Air Act, 42 USC 7401-7642, and the Federal Water Pollution Act, 33 USC 1251- 1274, and the Regulations issued thereunder. Section 2.15 Lead-Based Paint Poisoning. Grantee is required to comply with the regulations at 24 CFR Part 35, issued pursuant to the Lead-Based Poisoning Prevention Act, 42 USC 4831, relating to the use of lead-based paint. Section 2.16 Non-Substitution For Local Funding. The Block Grant funding made available under this Grant Agreement shall not be utilized by Grantee to reduce substantially the amount of local financial support for community development activities below the level of such support prior to the availability of funds under this Grant Agreement. Section 2.17 Public Ownership. For agencies that are not municipal corporations organized under the laws of the State of Minnesota, it may become necessary to grant the Authority a property interest where the subject project calls for the acquisition, construction, reconstruction, rehabilitation, or installation of publicly owned facilities and improvements. Section 2.18 Public Information. If requested by the Authority, Grantee is required to comply with the following: A. In all news releases and other public notices related to projects funded under this Grant Agreement, Grantee shall include information identifying the source of funds as the Ramsey County Housing and Redevelopment Authority Community Development Block Grant Program. B. For all construction projects, Grantee is required to erect a sign to Authority specifications at the construction site, identifying the source of funds.
