15 <br /> <br />Section 2.10 Activities for Which Other Federal Funds Must be Sought. Grantee may <br />use CDBG funds for the provision of public services as described by 24 CFR 570.201(e), provided <br />that Grantee meets the requirements of and follows the procedures outlined in 24 CFR 570.607. <br /> <br />Section 2.11 Non-Participation in Political Activities. Grantee is required to comply <br />with the provisions of the Hatch Act, 5 USC 7321-7326. <br /> <br />Section 2.12. Conditions for Religious Organizations. Where applicable, the conditions <br />prescribed by HUD for the use of CDBG funds by religious organizations must be followed, and, <br />if applicable, included in agreements between Grantee and contractors or sub-contractors. <br /> <br />Section 2.13 National Flood Insurance. Grantee may not receive CDBG funding for <br />acquisition or construction in any area that has been identified as having special flood hazards and <br />is not participating in the National Flood Insurance Program, Flood Disaster Protection Act, <br />Section 3(a), 42 USC 4001-4003, and the Regulations thereunder. Grantee is required to comply <br />with the Regulations at 24 CFR 570.605. <br /> <br />Section 2.14 Air and Water Pollution. Grantee is required to comply with the provisions <br />of the Clean Air Act, 42 USC 7401-7642, and the Federal Water Pollution Act, 33 USC 1251- <br />1274, and the Regulations issued thereunder. <br /> <br />Section 2.15 Lead-Based Paint Poisoning. Grantee is required to comply with the <br />regulations at 24 CFR Part 35, issued pursuant to the Lead-Based Poisoning Prevention Act, 42 <br />USC 4831, relating to the use of lead-based paint. <br /> <br />Section 2.16 Non-Substitution For Local Funding. The Block Grant funding made <br />available under this Grant Agreement shall not be utilized by Grantee to reduce substantially the <br />amount of local financial support for community development activities below the level of such <br />support prior to the availability of funds under this Grant Agreement. <br /> <br />Section 2.17 Public Ownership. For agencies that are not municipal corporations <br />organized under the laws of the State of Minnesota, it may become necessary to grant the Authority <br />a property interest where the subject project calls for the acquisition, construction, reconstruction, <br />rehabilitation, or installation of publicly owned facilities and improvements. <br /> <br />Section 2.18 Public Information. If requested by the Authority, Grantee is required to <br />comply with the following: <br /> <br />A. In all news releases and other public notices related to projects funded under this Grant <br />Agreement, Grantee shall include information identifying the source of funds as the <br />Ramsey County Housing and Redevelopment Authority Community Development Block <br />Grant Program. <br /> <br />B. For all construction projects, Grantee is required to erect a sign to Authority specifications <br />at the construction site, identifying the source of funds. <br />
