MINUTES <br />CITY COUNCIL <br />NOVEMBER 30, 2022 <br />The Parks & Rec/Community Services Director reviewed the community, Parks & Rec Commission and <br />Little Canada Recreation Association responses. He stated that the -re has been unanimous support on two <br />of the playground designs, and both vendors are willing to construct the smaller structure with a community <br />build, but he stated that the larger portion should be done with their contractors due to safety and liability <br />reasons. <br />McGraw asked about the accessibility of the two choices since he did not notice a ramp that a <br />wheelchair could use in both options. The Parks Director explained that accessibility options vary and <br />both designs do have ramps, but the Northland option has a ramp with elevation that goes up six feet <br />off the ground, versus the St. Croix option has an elevation of 16 inches off the ground. Torkelson <br />noted that the Northland option has more play nodes. Fischer stated he feels the Northland option <br />seems to offer a better experience for everyone. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2022-11-133 APPROVE THE PURCHASE OF PLAYGROUND <br />EQUIPMENT FROM NORTHLAND RECREATION <br />The foregoing amended resolution was duly seconded by McGraw. <br />Ayes (5). Resolution declared adopted. <br />COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM AGREEMENT FOR TWIN <br />LAKE BOULEVARD SIDEWALK <br />The City Engineer explained that the City applied to the Ramsey County Community Development <br />Block Grant Program for funding for sidewalk improvements along Twin Lake Boulevard to be <br />constructed in 2023, and was awarded $506,086 in grant funds. He noted this is the same grant <br />program that the City received funding for the sidewalk that was installed on Allen Avenue in 2020. <br />He stated this grant does not require any local matching funds and is anticipated to cover all of the City <br />of Little Canada's expenses towards the sidewalk portion of the project. He noted the City will be <br />reimbursed by the Ramsey County Housing and Redevelopment Authority after project costs have <br />been incurred. He stated that staff recommends entering into the Community Development Block <br />Grant Program Agreement with the Ramsey County Housing and Redevelopment Authority. <br />Fischer introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2022-11-134 AUTHORIZE ENTERING INTO THE COMMUNITY <br />DEVELOPMENT BLOCK GRANT PROGRAMAGREEMENT WITH THE RAMSEY <br />COUNTY HOUSING AND REDEVELOPMENT A UTHORITY FOR THE SDIE WALK <br />IMPROVEMENTS ON TWIN LAKE BOULEVARD <br />The foregoing amended resolution was duly seconded by Miller. <br />Ayes (5).
