MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />JANUARY 28, 2009 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 28th day of <br />January, 2009 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 6:00 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Bill Blesener <br />Council Member Ms. Shelly Boss <br />Council Member Mr. John Keis <br />Council Member Mr. Mike McGraw <br />Council Member Mr. Rick Montour <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />City Planner Mr. Steve Grittman <br />Planning Comm. Mr. Tom Duray <br />Planning Comm. Mr. Scott Barraclough <br />Planning Comm. Mr. Jon Hall <br />Planning Comm. Mr. Chuck Pechmann <br />Planning Comm. Mr. Tom Fischer <br />City Clerk Ms. Kathy Glanzer <br />COMP PLAN The City Planner began with a review of the Comprehensive Plan <br />UPDATE update process as required by the Metropolitan Council. He indicated that <br />once there is consensus on the content of the Comp Plan update, the draft <br />will be reviewed by the Planning Commission for their recommendation. <br />The City Council will then hold a public hearing to adopt the Comp Plan <br />in a preliminary fashion. That document is then submitted to neighboring <br />jurisdictions for their review and comment. It then proceeds on to the Met <br />Council for comment. Once all comments are received, the Comp Plan is <br />put in its final format. The Planner also noted that the Parks Master Plan <br />becomes a chapter of the City's Comprehensive Plan. <br />Those present then began a page by page detailed review of the Comp <br />Plan document beginning with the Inventory Section. Blesener noted the <br />Met Council's population and household estimates on page 4 of the plan, <br />again taking issue with these numbers. The City Planner indicated that he <br />has discussed the Met Council's estimates with them and they are in <br />agreement with reducing their numbers. The Planner indicated that both <br />the Met Council's initial numbers and the City's estimates are included in <br />the draft plan at this point for contrasting and explanation purposes.
