MINUTES <br />CITY COUNCIL <br />JANUARY 28, 2009 <br />the Comp Plan is put in final form, the initial Met Council estimates will <br />be eliminated from the plan. <br />Keis questioned the Water Resources map on page 14 of the Plan, noting <br />the floodplain designations overlap developed properties. The Planner <br />pointed out that these properties were developed prior to the Wetland <br />Conservation Act. He also noted that FEMA maps and aerial photography <br />were used as reference documents, and most of this information is <br />outdated. The City Administrator indicated that FEMA is in the process <br />of updating its maps. The Planner indicated that this map does not <br />negatively impact properties from the standpoint of mortgages or flood <br />insurance. He recommended that the map remain as presented. <br />The Planner then began review of the Land Use Plan section of the Comp <br />Plan and pointed out that in the metro area, land use plans take precedent <br />over zoning. The Planner noted that Little Canada's Land Use Plan <br />follows its zoning very closely, and also noted that many areas of the City <br />are zoned Planned Unit Development. <br />Montour asked if there are recommended standards relative to the <br />percentages of existing land uses as reflected on page I S of the Comp <br />Plan. The City Planner replied that the Met Council did not have <br />standards for the uses reflected in the chart, but does have regional <br />standards on housing growth expectations on affordable housing. The <br />Planner noted that Little Canada has supplied more than its share of <br />affordable housing. <br />Pechmann asked if there was opportunity to change these percentages over <br />time to something that the City would feel more appropriate. The Planner <br />indicated that this is the City's opportunity addressing this issue in the <br />goals section of the plan. <br />Blesener noted that the mapping should be adjusted to reflect zoning <br />change for the two Comforts of Home sites. The City Clerk noted that <br />there are other changes needed to update the zoning reflected in the Comp <br />Plan. <br />McGraw asked for additional explanation of the land use issues identified <br />in the map on page 19 of the Comp Plan. The City Planner indicated that <br />the parcels called out are either in conflict with existing zoning or are <br />larger parcels that will likely be subdivided in the future. These parcels <br />were highlighted as they warranted additional discussion. The <br />Administrator noted that the Twin Lake property use is still open for <br />discussion, i.e. single-family, townhome, or senior housing. The Planner <br />noted that the land use reflects a low density residential use and pointed <br />out that there is some text included relative to this open discussion. The <br />
