MINUTIrS <br />CITY COUNCIL <br />JANUARY 26, 2009 <br />bituminous work done in those areas, the cost of which has been included <br />in the estimate. <br />A property owner asked if the street work could be delayed, and, if so, for <br />how long. The Engineer suggested that the work may be able to be <br />delayed for a year or two, but indicated that this is the time to do it given <br />the street condition, oil prices, and the bidding climate. The City <br />Administrator pointed out that the City has rated all of its streets, and <br />Westwind and Windrow Drive have been moving up the list toward total <br />reconshuction. He also noted the impacts that freeze/thaw cycles have on <br />street conditions, therefore, it is difficult to predict how long the mill and <br />overlay could be delayed before the project would turn into a full <br />reconstruction. <br />Shannon asked if the project would be its own contract. The City <br />Administrator suggested that there would be a master project, and this <br />would be one component. He suggested, however, it may be possible to <br />combine the mill and overlay projects into one contract and the full <br />reconstructions into another. The Administrator noted that the City will <br />include the right to withdraw certain project components from the bidding <br />documents. <br />A property owner asked about noise levels and duration of the project. <br />The City Engineer explained that there will be noise when the equipment <br />is in operation. The project should take approximately three weeks from <br />start to finish with curb repair occurring first, and then 1 to 2 days for mill <br />work and 1 to 2 days for overlay work. <br />Blesener asked who was in favor of the project. The vast majority <br />indicated their support for the project. <br />There was no one else present from the general public wishing to <br />comment on this matter. <br />Upon motion by Boss, seconded by McGraw, the public hearing was <br />closed. <br />Ms. Boss introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2009-I-18 -ORDERING IMPROVEMENT AND <br />PREPARATION OF PLANS FOR IMPROVEMENT NO. 2009-09 <br />AND 2009-10 WESTWIND DRIVE AND WINDROW DRIVE <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />I1 <br />
