MINUTES <br />CITY COUNCIL <br />JANUARY 26, 2009 <br />would spread the assessment out over a 15 year period, however, the <br />interest rate for that time period would be approximately 5.35%, <br />increasing interest costs to the point where this may not be the best option <br />The City Administrator indicated that given the fact that oil prices are <br />down and the bidding climate is very competitive, City staff feels that this <br />is a unique opportunity to get some needed street work done at a very <br />good price. <br />Keith Shannon, Windrow Drive, indicated that the bidding market will <br />change dramatically with the economic stimulus project. He suggested <br />that the focus should be on whether or• not the mill and overlay project is <br />the right thing to do. If so, he suggested that the City get out to bid as <br />quickly as possible. He also questioned that if prices go up, at what point <br />does the City proceed with the project. <br />The City Administrator reported that staff is recommending the mill and <br />overlay as it is felt this work is needed to prolong the life of these streets. <br />The Administrator agreed that the bidding market will change. He also <br />indicated that if the bids do not come in lower than the Engineer's <br />estimate, staff would recommend against doing the projects as the <br />opportunity that staff believes is there would not be reflected in the bids. <br />One property owner asked the expected life of a road. The City Engineer <br />estimated that a street should have at least a 25 year life. The <br />Adminisriator noted that the goal of doing a mill and overlay at this time is <br />to avoid a complete reconstruction in the future which would result in a <br />much higher assessment. <br />One property owner asked when the first assessment payment would be <br />due. Blesener explained the assessment process. <br />A property owner asked about curb replacement. The City Engineer <br />reported that there would be some replacement of damaged and broken <br />curbing. <br />A property owner asked if the work was overdue. The City Engineer felt <br />this was the time to do the mill and overlay as these streets have been <br />deteriorating. There is also the need to get water off the street and into the <br />curbing. The Engineer again explained the mill and overlay process. He <br />noted that there will be some work done on the culverts to improve <br />drainage. The hope is that very competitive prices will be obtained taking <br />advantage of low oil prices and the competitive bidding environment. <br />One property owner noted the buckling of some of the drainage basins. <br />The Engineer explained that there may be some additional subgrade and <br />10 <br />
