MINUTES <br />CITY COUNCIL <br />JANUARY 26, 2009 <br />of the road, putting maintenance dollars into the road would be a waste of <br />money. <br />A property owner pointed out that people signed the petition against the <br />improvement because the property owners along the street cannot afford <br />the assessment. Montour pointed out that the improvement could be <br />delayed a year or two, but noted that the cost will be higher. Montour also <br />suggested that some people see additional value to their property because <br />they live near a school or a park. <br />A property owner pointed out the economic conditions and stated that <br />people cannot afford the road improvement. One property owner objected <br />to the school and City being assessed at the same rate that residents are <br />being assessed. The City Administrator pointed out that the school and <br />City are being assessed at the commercial rate, which is twice the amount <br />that residents are assessed. <br />The Council felt that the project should be let for bid so that it can <br />determine the level of cost savings given oil prices and the competitive <br />bidding climate. Once bids are received, a determination can be made <br />whether or not to move forward with the project. <br />There was no one else from the general public present wishing to <br />comment on this matter. <br />Upon motion by Keis, seconded by McGraw, the public hearing was <br />closed. <br />Mr. Keis introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2009-1-19 -ORDERING IMPROVEMENT AND <br />PREPARATION OF PLANS FOR IMPROVEMENT N0.2009-OI <br />AND 2009-04 ELI ROAD AND DESOTO STREET (FROM ELI ROAD <br />TO LABORE ROAD) WITH THE UNDERSTANDING THAT <br />BEFORE BIDS ARE AWARDED, THE CITY COUNCIL WILL <br />REVIEW THE BIDS AND DISCUSS THE PROJECT FURTHER <br />WITH THE IMPACTED PROPERTY OWNERS <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />IMP. NO. Blesener opened the public hearing to consider the improvement of <br />2009-08 - Demont Avenue (from Rice Street to Canabury Drive) by mill and <br />DEMONT overlay of bituminous road surface as well as concrete curb and gutter <br />AVENUE repair/replacement. <br />15 <br />
