MINUTES
CITY COUNCIL
JANUARY 26, 2009
of the road, putting maintenance dollars into the road would be a waste of
money.
A property owner pointed out that people signed the petition against the
improvement because the property owners along the street cannot afford
the assessment. Montour pointed out that the improvement could be
delayed a year or two, but noted that the cost will be higher. Montour also
suggested that some people see additional value to their property because
they live near a school or a park.
A property owner pointed out the economic conditions and stated that
people cannot afford the road improvement. One property owner objected
to the school and City being assessed at the same rate that residents are
being assessed. The City Administrator pointed out that the school and
City are being assessed at the commercial rate, which is twice the amount
that residents are assessed.
The Council felt that the project should be let for bid so that it can
determine the level of cost savings given oil prices and the competitive
bidding climate. Once bids are received, a determination can be made
whether or not to move forward with the project.
There was no one else from the general public present wishing to
comment on this matter.
Upon motion by Keis, seconded by McGraw, the public hearing was
closed.
Mr. Keis introduced the following resolution and moved its adoption:
RESOLUTIONNO. 2009-1-19 -ORDERING IMPROVEMENT AND
PREPARATION OF PLANS FOR IMPROVEMENT N0.2009-OI
AND 2009-04 ELI ROAD AND DESOTO STREET (FROM ELI ROAD
TO LABORE ROAD) WITH THE UNDERSTANDING THAT
BEFORE BIDS ARE AWARDED, THE CITY COUNCIL WILL
REVIEW THE BIDS AND DISCUSS THE PROJECT FURTHER
WITH THE IMPACTED PROPERTY OWNERS
The foregoing resolution was duly seconded by Boss.
Ayes (5).
Nays (0).
