MINUTES <br />CITY COUNCIL <br />JANUARY 26, 2009 <br />he has not heard from a lot of people in opposition of the project nor has <br />he heard from a lot of people asking that the project proceed. Montour felt <br />the best option was to proceed with bidding the mill and overlay. If the <br />low bid is over the City Engineer's estimate, then the project would not <br />move forward. <br />The City Administrator commented that if the project is approved this <br />evening, then it is ordered. He noted that the project will be bid and bids <br />then reviewed by the Council. If those bids are over estimate, then the <br />project should not move forward. <br />Keis noted that there weren't many property owners present this evening. <br />He indicated that typically when there is a lot of opposition to a project <br />there are many property owners in attendance. One property owner noted <br />that there are some property owners on Costa Lane that do not understand <br />the improvement process, therefore, were not present this evening. <br />The City Administrator commented that City staff feels that all the <br />projects proposed need to be done. He noted that the driving lanes on <br />Desoto and Costa have settled and the crown needs to be re-established on <br />the street to get water off the pavement and into the storm sewer. Again, it <br />is a very good bidding climate and oil prices are low. <br />Keis asked when bids would be received. The City Administrator <br />anticipated that bids would be presented to the Council at their first <br />meeting in March. If the bids are awarded, construction would occur <br />during the summer, and another hearing would be held in the fall to assess <br />the project. <br />A property owner asked the level of oil price that the City Engineer based <br />his estimate on. The Engineer stated that approximately $100 per barrel <br />was used, and noted that materials account for about 70% of the project <br />cost. <br />The property owner at 2910 Costa Lane indicated that his property is at <br />the lowest point in the street. He indicated that the curbing in this section <br />of the street is damaged, and water ponds on the street since it cannot <br />drain properly. He asked for assurance that the situation would be <br />remedied if the improvement moves forward. The City Engineer indicated <br />that the curbing would be replaced and water directed to the curb line and <br />into the storm sewer. He noted that it may also be necessary to lower the <br />catch basin in this area. The property owner reported that the snowplows <br />have taken out a section of curbing in this area, thus causing part of the <br />water ponding problem. The property owner asked if the City would <br />typically repair this sort of damage. The City Administrator indicated that <br />
