MINUTES <br />CITY COUNCIL <br />JANUARY 26, 2009 <br />the City would repair any damage caused by negligent plowing operations <br />when they are informed of it. <br />Blesener asked the life expectancy of a mill and overlay. The City <br />Engineer suggested that a 30 year life would not be unreasonable. The <br />City would also continue to do routine maintenance, i.e. crack filling and <br />seal coating. <br />A property owner asked the duration of the project. The Engineer <br />estimated the project would be completed over a tluee week period <br />consisting of curb repair/replacement, two days for milling, and two days <br />for overlay. <br />The City Administrator again explained the assessment process that would <br />occur in the fall should the project proceed. A property owner asked how <br />the Piri•ina Park Townhome costs would be assessed. The City <br />Administrator indicated that the Pitrina Park Association can decide <br />whether the assessment should be on a per townhome basis, or one <br />assessment to the common property with the Association paying the <br />assessment. <br />There was no one present from the general public wishing to comment <br />further on this matter. <br />Upon motion by Montour, seconded by Boss, the public hearing was <br />closed. <br />Mr. Keis introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2009-I-16 -ORDERING IMPROVEMENT AND <br />PREPARATION OF PLANS FOR IMPROVEMENT NO. 2009-02 <br />AND 2009-03 DESOTO STREET (FROM LABORS ROAD TO ALLAN <br />AVENUE) AND COSTA LANE <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />IMP. NO. Blesener opened the public hearing to consider the improvement of <br />2009-11- Thunder Bay Road by road reconsh•uction, concrete curb and gutter, and <br />THUNDER drainage enhancements. <br />BAY ROAD <br />The City Engineer reviewed the existing road conditions and noted that <br />based on those conditions a reconstruction of the street is being proposed. <br />That reconstruction is proposed as a 30-foot urban section roadway with <br />4 <br />
