MINUTES <br />CITY COUNCIL <br />JANUARY 26, 2009 <br />issue. Blesener asked about barrier curb versus surmountable. The <br />majority preferred barrier curb. <br />The City Administrator indicated that the City Engineer will be drawing <br />plans for the project, and driveway impacts and tree removal will be <br />discussed with property owners. He also noted that the proposed <br />assessment for the project is frozen at the 2008 rate, and further <br />recommended to the Council the $5.60 credit per foot for loss of curb life. <br />One property owner asked if a survey could be sent to all the property <br />owners on the 30 foot versus 32 foot street width. The City Administrator <br />noted that a narrower street width helps control traffic speeds. The <br />Administrator agreed that a survey could be done, and also noted that once <br />the plan is designed, the City Engineer typically meets with property <br />owner to review that plan before it is sent out for bid. <br />Blesener asked for a show of hands relative to the project itself. Fourteen <br />property owners indicated their support for the project and three indicated <br />they were against it. <br />Montour felt that the project should be ordered and bid. He indicated that <br />if the bids are over estimate, it is unlikely that the City will move forward <br />with the project. <br />George noted that many of the property owners are not present this <br />evening to voice their opinions on the project. It was noted that public <br />hearing notices were sent to all property owners along Thunder Bay Road. <br />McGraw indicated that the level of participation that property owners want <br />is their choice. He indicated that he did not sense a lot of as being <br />disgruntled over the project. McGraw also pointed out if good bids are <br />received, proceeding with the project will be a prudent thing to do for the <br />other taxpayers in the City. <br />There was no one else present from the general public present wishing to <br />comment on this matter. <br />Upon motion by Keis, seconded by Boss, the public hearing was closed. <br />Mr. McGraw introduced the following resolution and moved its adoption: <br />RESOL UTION N0.2009-I-77 -ORDERING IMPROVEMENT AND <br />PREPARATION OF PLANS FOR IMPROVEMENT NO.2009-11 <br />THUNDER BAY ROAD <br />
