Planning Commission <br />February 4, 2009 <br />Page Two <br />5. The maximum driveway grade allowed by City code is 6% and nearly all <br />driveways exceed this requirement. Due to the existing topography we would <br />recommend that the City allow the maximum driveway grade for this <br />development be 10%. <br />6. No driveways should be constructed closer than 5 feet from a property line. <br />7. The ponding area on the north end of the development is proposed to pipe <br />discharge to the north. This concentrated discharge could create an erosion <br />problem on the bank into the park to the north. The discharge rate and <br />overall discharge volume will need to be looked at in more detail and <br />permanent erosion control measures installed as part of the final plans. <br />8. There is sufficient grading to require the treatment of storm water runoff from <br />the site to the City standard and the developer should provide a disturbed <br />area determination on the grading plan. Based on the disturbed area the <br />Ramsey Washington Metro Watershed requirements and permit along with a <br />NPDES permit apply. <br />9. Amore detailed grading plan of the ponds will be necessary on the final plans <br />after drainage calculations have been completed. <br />Utility Plan <br />1. The sanitary sewer line to the north of the development that is being used for <br />sanitary sewer extension is currently owned and operated by the Metropolitan <br />Council. The specific details on the connection and a permit for the <br />connection will need to be coordinated with their representatives, however it <br />is our recommendation that a new manhole structure be added over the <br />existing line to allow adequate maintenance of the new line by City crews. <br />The location of the connection to this line may need to be moved to ensure <br />access to the manhole with maintenance equipment. <br />2. The maximum grade allowed on an 8" gravity sanitary sewer line is 8.29%. <br />This is the maximum grade that will be allowed especially due to the very low <br />flows in this line. Inside drops conforming to the City details can be utilized to <br />minimize excess depths. <br />3. The watermain service location for Lot 4 should be moved to eliminate the <br />disturbance to the existing driveway on Edgerton Street. <br />4. Any work within the Edgerton Street right-of-way will need to be permitted <br />through Ramsey County. If the bituminous surface is disturbed full lane <br />replacement will be required. <br />5. All curb stop locations must installed in an area accessible by City Public <br />Works staff and be within drainage and utility easement or street right-of-way. <br />6. A drainage and utility easement will be required over the 8" sanitary sewer <br />mainline. This easement should be a minimum of 3 times as wide as the pipe <br />is deep centered over the pipe. <br />7. An access must be provided to manhole #3 that would be accessible by the <br />City sewer cleaning truck. Based on the driveway configuration shown and <br />the location of the manhole the access will be easiest to provide off of the <br />driveway to Lot 3.
