MINUTES <br />CITY COUNCIL <br />FEBRUARY 5, 2009 <br />Keis questioned the listing of restroom facilities at the schools. If the schools were not <br />open during certain hours those accommodations would not be available. Sanders <br />commented that our goal does not say that we would provide permanent restroom <br />facilities but rather that we provide portable facilities where needed. <br />On page 3-11 under the Overview of Gervais Mill Park the Watershed should be <br />refereed to as the "Ramsey-Washington Metro Watershed District". On page 3-12 <br />under recommendation 2 the full name of the Watershed District should be included. <br />A recommendation made by the City Administrator for the Nadeau Wildlife Area was <br />made to include on page 3-15 a reference to the wetland's importance to water quality <br />management for Savage Lake. <br />Sanders stated that the warming house located by the ice skating rinks at the Old Fire <br />Hall is in dire need of repair or replacement. The City Administrator suggested that <br />the issues and recommendation section on page 3-16 include the need to address <br />property boundary issues with St. John's Church. <br />Keis asked Sanders if all the trails are marked with signs. Sanders stated that all the <br />trails include a sign with the name of the trail Keis suggested a map be included on <br />the sign illustrating whether parts of the trail would be on a road. McGraw agreed that <br />it would be very helpful for residents to see a map of the total trail system as some <br />trails require being on a road for trail connection purposes. Sanders commented that it <br />has been along-term goal to strive to have as much off-street trails as possible, but <br />land acquisition has been stopping the progress. It was suggested that Sanders <br />designate the off-street and on-street trails with different graphics on the map. The <br />City Administrator explained that some streets have been widened to accommodate <br />walking on each side of the street when sidewalks were not desired by the <br />neighborhood or construction was not practical due to other factors. <br />Sanders commented that a gazebo is listed as an improvement and focal point for <br />Rondeau Park. Boss commented that there has been a large amount of vandalism to <br />the park and park equipment. She also stated that the open field area is being used for <br />playing soccer by many non-residents who set up tents in the park for shade. She <br />recommended a planting of some trees for shading the area. It was noted that the city <br />will be placing an order for trees in the near future and additional trees could be added <br />for Rondeau Park. <br />It was recommended that "gymnasiums" be included with the Roseville Area Middle <br />School on page 3-22 and Little Canada Elementary School on 3-26. Sanders will add <br />gyms to both schools as part of the park system. <br />The City Administrator discussed the probable future development of the Round Lake <br />Park. Two properties in the middle of the park area need to be acquired by the city to <br />develop the park area. Blesener commented that there are four properties on the north <br />end of the lake, but the two on the furthermost east end of the area could be acquired <br />at a later date.
