MINUTES <br />CITY COUNCIL <br />FEBRUARY 11, 2009 <br />The Adminisriator noted the City Attorney's comments outlined in his <br />February 11, 2009 letter. The consensus of the Council was that City staff <br />should determine the first two Code of Conduct violations, with <br />subsequent violations passed on to the City Council. The Council felt that <br />the hearing procedures outlined in the City Attorney's letter were <br />acceptable, and also agreed that the Attorney should narrow the scope of <br />the summary powers section. <br />The Administrator recommended that providing incentives within the <br />ordinance for well run properties is an issue that would merit discussion <br />after the first year that the ordinance is in place. Council agreed. <br />Lisa Peilen, MN Multi-Housing Association, asked when the next <br />workshop with rental property ownership would be held. The <br />Administrator noted that the draft ordinance will need to be put in final <br />form and reviewed by the City Attorney. The Council estimated that the <br />workshop would likely be scheduled for March 25`x' or April 8`~'. Notices <br />will be sent relative to that workshop. <br />CONSENT Mr. Montour introduced the following resolution and moved its adoption: <br />AGENDA <br />RESOLUTION NO. 2009-2-35 -APPROVING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />*APPROVAL OF THE VOUCHERS; <br />*APPROVAL OF THE AGREEMENT WITH RAMSEY COUNTY <br />FOR SCORE FUNDING RECYCLING GRANT AND AUTHORIZING <br />THE MAYOR AND CITYADMINISTRATOR TO EXECUTE THE <br />AGREEMENT ON BEHALF OF THE CITY; <br />*APROVAL OF PLANS AND SPECIFICATIONS FOR 2009 <br />IMPROVEMENTSAND ORDERING THE ADVERTISEMENT FOR <br />BIDS FOR THIS WORK <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />GRABA The City Administrator presented the Council with a draft amendment <br />DEVELOPMENT to the Graba Development Agreement relating to the former Knox <br />AGREEMENT property. This agreement provides for the release of the Letter of Credit <br />given the progress that the property owner has made on the property. It <br />
