MINUTES CITY COUNCIL FEBRUARY 11, 2009 The Adminisriator noted the City Attorney's comments outlined in his February 11, 2009 letter. The consensus of the Council was that City staff should determine the first two Code of Conduct violations, with subsequent violations passed on to the City Council. The Council felt that the hearing procedures outlined in the City Attorney's letter were acceptable, and also agreed that the Attorney should narrow the scope of the summary powers section. The Administrator recommended that providing incentives within the ordinance for well run properties is an issue that would merit discussion after the first year that the ordinance is in place. Council agreed. Lisa Peilen, MN Multi-Housing Association, asked when the next workshop with rental property ownership would be held. The Administrator noted that the draft ordinance will need to be put in final form and reviewed by the City Attorney. The Council estimated that the workshop would likely be scheduled for March 25`x' or April 8`~'. Notices will be sent relative to that workshop. CONSENT Mr. Montour introduced the following resolution and moved its adoption: AGENDA RESOLUTION NO. 2009-2-35 -APPROVING THE CONSENT AGENDA WHICH CONTAINS THE FOLLOWING: *APPROVAL OF THE VOUCHERS; *APPROVAL OF THE AGREEMENT WITH RAMSEY COUNTY FOR SCORE FUNDING RECYCLING GRANT AND AUTHORIZING THE MAYOR AND CITYADMINISTRATOR TO EXECUTE THE AGREEMENT ON BEHALF OF THE CITY; *APROVAL OF PLANS AND SPECIFICATIONS FOR 2009 IMPROVEMENTSAND ORDERING THE ADVERTISEMENT FOR BIDS FOR THIS WORK The foregoing resolution was duly seconded by Boss. Ayes (4). Nays (0). Resolution declared adopted. GRABA The City Administrator presented the Council with a draft amendment DEVELOPMENT to the Graba Development Agreement relating to the former Knox AGREEMENT property. This agreement provides for the release of the Letter of Credit given the progress that the property owner has made on the property. It
