MINUTES <br />CITY COUNCIL <br />FEBRUARY 11, 2009 <br />DATES FOR The Council discussed available dates to hold Housing Improvement Area <br />HOUSING fee hearings for Canabury Square Condominiums, Canabury <br />IMPROVEMENT Condominiums, and Fleur Royale. It was the consensus of the Council <br />AREA FEE that it was most feasible to hold the HIA fee hearing for Canabury <br />HEARINGS Square on one evening and the fee hearing for the other two condominium <br />properties on another evening. Dates available in order of preference were <br />March 10"', 26`h, 30°i, and 11`" <br />WATER The Public Works Superintendent reviewed his report dated February 6, <br />METER 2009 relative to the replacement of water meters with radio-read water <br />REPLACEMENT meters. The initial project will include the purchase of the meters from <br />AND a meter supplier with installation by either that company or another that <br />AUTOMATED specializes in the installation of these types of meters. Specifications are <br />METER being written so the City can evaluate how many meters will be changed <br />PROGRAM out immediately. The Superintendent indicated that the initial plan is that <br /> all large commercial meters will be changed out initially as well as any <br /> meters installed prior to 1991. He noted that meters that have been <br /> installed after 2003 will be retrofitted with a radio providing radio read <br /> capability. Meters installed between 1991 and 2003 are not a certainty to <br /> be changed out. Pricing and convenience will be evaluated in making that <br /> recommendation. <br />Blesener asked about getting access into a property to change out the <br />meter. The Superintendent replied that the contractor will make three to <br />four attempts to gain access. If access is refused, the matter will be turned <br />back to the City. The City Administrator indicated that in those situations <br />it may be necessary to obtain an administrative warrant to gain access. <br />The Council discussed the advantages of having a radio read system. The <br />Superintendent also pointed out that the system has the capability of <br />detecting water that is running constantly, thus being able to identify <br />properties that might have a leaky toilet. Identifying leaks of this nature <br />will save property owners money. Other advantages include speed and <br />accuracy of readings as well as fast enhy for each account. <br />Blesener asked the estimated cost of a meter. The Superintendent <br />estimated a'/o" meter at $150 to $170. Retrofitting existing meters with <br />radios might be in the $60 to $80 range. <br />The Administrator noted that the City has set aside money for this <br />program with the funding to come from the Water & Sewer Capital <br />Replacement Fund. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />
