MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 12, 2009 <br />Sandra Boyd, Ramsey County Social Services, reported that the group <br />home option would be much more expensive. She also noted that given <br />the budget deficit, they are looking for more efficient uses of waiver <br />dollars, and she pointed out that the Galvins have come up with acost- <br />effectiveplan. Boyd also noted that given the State budget crisis, the <br />Governor has put a moratorium on the addition of group home beds. <br />Knudsen asked if the cost is paid with State and Federal funds. Boyd <br />replied that the cost of the care would be paid for with the same pool of <br />dollars that group home beds are paid for. Given the limited staffing and <br />administrative costs under the Calvin's plan, this is a less expensive way <br />to provide the same level of care. <br />Knudsen asked who will certify the home and the care. Boyd indicated <br />that the County is mandated to inspect for heahh and safety. Boyd noted <br />that the Calvin's are looking for the least restrictive environment for their <br />daughter. She pointed out that Miss Galvin already lives in the home and <br />is familiar with the neighborhood. Miss Galvin wants to stay in the home, <br />and Boyd noted that young folks do not want to go into corporate group <br />homes. <br />Hall asked if there were other situations like this. Boyd replied that the <br />Calvin's are trailblazers relative to this proposal. Hall asked what the <br />oversight is if this is not a licensed group home. Boyd replied that waiver <br />services are licensed. There is a licensed provider that will handle <br />staffing. Boyd reported that there will be no adminish~ative or <br />maintenance costs, the Calvin's will cover those costs. <br />Renee Galvin reported that her daughter receives a certain amount of <br />waiver dollars for her living expenses, and the proposal is to pool those <br />dollars with those of three other young women to cover costs. Galvin <br />noted that it would cost 1 '/~ to 2 times the cost to place her daughter in a <br />group home. Galvin again noted the staffing ratio requirement of 1 staff to <br />4 individuals, thus it makes the most economic sense to have four young <br />women living in the home. Galvin indicated that the young women are <br />highly independent and will be of similar capabilities. <br />Knudsen asked about getting the young women to and from work. Renee <br />Galvin replied that the companies they work for provided transportation. <br />A van is used to pick up the young women. There are four to six job <br />service providers, and each girl could be working at a different location, <br />thus there could be four vans picking up the young women and dropping <br />them off each day. Staff will provide transportation to and from any other <br />activities the young women participate in. <br />Hall asked if any of the young women have been away from home before. <br />Galvin replied that their daughter has not, but one other young woman has. <br />The other two residents have not yet been identified.
