MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 12, 2009 <br />staff will turn over. Bramsen asked about any concerns with the young <br />women wandering off. <br />The City Planner noted that if this were aState-licensed group home, the <br />City would have no review of the matter. This matter is before the <br />Commission since the City's definition of family places a limit at three <br />um•elated individuals. <br />Sharyn Hoium was concerned about the rezoning of the property. The <br />City Planner noted that this is not a rezoning, but an appeal of the City's <br />definition of family. He noted that the definition of family that limits <br />occupancy to tluee unrelated people is a standard put in place to protect <br />the character of the typical single-family home. The City Planner stated <br />that he is suggesting that in this case, the standard could be deviated from <br />given the nature of the use. Hoium pointed out that with the staff person, <br />there will be five people living in the home. The City Planner noted that <br />the staff person will not be living in the home. The home will be staffed <br />by individuals rotating shifts and going home at the end of their shift. <br />Hoium reported that there is a group home located on Arcade Street. <br />Hoium reported that she has observed the residents outside the Arcade <br />Street group home doing drugs. She has raised this concern with a <br />Ramsey County Deputy who lives in the area. The Deputy indicated that <br />the situation is being watched. Hoium felt the drug use was continuing. <br />She also noted that there are a lot of ambulance calls to this home. Hoium <br />was concerned about keeping the neighborhood as a neighborhood of <br />families. <br />Thayer reported that he did not want a bunch of undesirables living in <br />anyone's neighborhood. Thayer reported that it is difficult to get his <br />daughter to even go outside. Thayer felt that the neighborhood will be <br />enhanced by having these young women living there. Thayer pointed out <br />that the County, social workers, and the families will oversee the house, <br />and felt this was a good opportunity to the young women to live in a good <br />neighborhood. <br />Claudia Drabik stated that she had no issue with the proposal. She noted <br />that there is a lot of traffic in the neighborhood, and pointed out that one <br />house has nine vehicles. Drabik was concerned about the traffic that four <br />young women with four separate families would bring to the <br />neighborhood, in addition to the staff. Drabik also asked if this were <br />approved, if the approval would apply to the Galvin's and could not be <br />transferred to anyone else without a review process. <br />Thayer noted that none of the young ladies drive, and staff would have one <br />vehicle at the house.
